GOVERNMENT-RELATED RESEARCH ON THE COVID-19 PANDEMIC IN THE CONTEXT OF EUROPEAN UNION COUNTRIES

Tulisan ini bertujuan untuk memberikan tinjauan pustaka tentang penelitian terkait pemerintah selama pandemi COVID-19 di lingkup Uni Eropa untuk menganalisis dinamika dan tren penelitian. Tulisan ini juga bertujuan untuk berkontribusi dalam kajian kebijakan publik di masa pandemi. Desain/metodologi/pendekatan: Dengan menggunakan tinjauan pustaka sistematis, hanya publikasi yang diterbitkan di Scopus pada tahun 2020 yang dimasukkan dalam penelitian ini; 15 publikasi termasuk istilah COVID-19, Pemerintah, Kebijakan, EU serta negara mana pun di Uni Eropa, misalnya Italia atau Swedia (dalam judul artikel, abstrak, atau kata kunci mesin pencari). Temuan: Empat klaster penelitian utama dalam penelitian terkait pemerintah tentang pandemi COVID-19 diidentifikasi. Selain itu, penelitian ini mengungkapkan kesenjangan penelitian yang penting selama proses peninjauan, seperti lokasi penelitian yang terpusat, kurangnya pendekatan metodologis, dan kurangnya aplikasi teori. This paper aims to provide a literature review on the research related to government during the COVID-19 pandemic in the scope of the European Union in order to analyze the dynamics and trends of the research. This paper also aims to contribute to the study of public policy in times of pandemic. Design/methodology/approach: By using a systematic literature review, only publications published in Scopus in the year 2020 are included in this study; 15 publications include the terms COVID-19, Government, Policy, EU as well as any country in the European Union, for example Italy or Sweden (in the article title, abstract or keywords search engine). Findings: Four main research clusters in government-related research on the COVID-19 pandemic are identified. Furthermore, this research reveals important research gaps during the review process, such as the study's centralized location, lack of methodological approach, and lack of theory application.
