China's Public Diplomacy in Indonesia through Confucius Institute at Universitas Al Azhar Indonesia

Sejak tahun 2004, Tiongkok telah berusaha untuk meningkatkan keterlibatannya dalam people-to-people connection dan untuk meningkatkan citra nasional nya di negara lain melalui sejumlah inisiatif soft power termasuk pendirian institusi budaya dan bahasa yang disebut Confucius Institute. Titik tolak dalam penelitian ini adalah untuk mengkaji alasan pemerintah Tiongkok menggunakan Confucius Institute sebagai salah satu soft power nya dan sejauh mana lembaga tersebut berkontribusi terhadap kepentingan Tiongkok baik secara positif maupun negatif. Penelitian ini menggunakan metode wawancara dan studi kasus empiris dengan terlebih dahulu melihat secara rinci Confucius Institute di Universitas Al Azhar Indonesia. Berdasarkan evaluasi, Confucius Institute berhasil meningkatkan people-to-people connection karena institusi tersebut berperan sebagai agen yang secara langsung melibatkan measyarakat Tiongkok dan Indonesia. Namun, kurangnya kredibilitas karena kontroversi nya, sering digambarkan bermasalah dalam menjaga legitimasi pemerintah Tiongkok di luar negeri, dan keterbatasan lain yang menghambat institusi ini untuk benar-benar berkontribusi pada kepentingan Tiongkok membuat Confucius Institute hanya dapat dianggap efektif sebagian. Confucius Institute tidak terlalu berkontribusi terhadap peningkatan citra nasional Tiongkok di mata masyarakat Indonesia karena sentimen anti-Cina masih ada dan institusi tersebut tidak dilengkapi dengan program dan kegiatan yang dirancang untuk meminimalisir sentimen anti-Cina.

Since 2004, China has attempted to increase its involvement in people-to-people connection and to enhance its national image abroad through a number of soft power initiatives including culture and language learning program called Confucius Institute. The point of departure in this study is to assess the reason of Chinese government uses Confucius Institute as one of its soft power tools and the extent of the institution in contributing to China's interest both positively and negatively. The study utilizes the methods of interview and empirical case study by firstly, giving a detailed look into the Confucius Institute in Universitas Al Azhar Indonesia. Based on evaluations, the Confucius Institute succeeded in increasing people-to-people connection because the institution acted as an agency that directly engage Chinese and Indonesians. However, lacks credibility due to its controversies, depicted as problematic in preserving the Chinese government's legitimacy abroad, and other limitations that hinders the institution to actually contribute to China's interest make Confucius Institute can only be regarded as only partially effective. The Confucius Institute does not really contribute to China's national image enhancement within Indonesian society because anti-Chinese sentiment still persist and the institution is not equipped with programs and activities designed to minimize anti-Chinese sentiment.
