HAK DAN AKSES WARGA DESA DALAM TIGA REJIM PENGELOLAAN HUTAN PRODUKSI, KONSERVASI, DAN PENDIDIKAN DI GUNUNGKIDUL, YOGYAKARTA

Salah satu kawasan hutan Negara yang dikelola oleh tiga rejim pengelolaan yang berbeda adalah di Hutan Bunder dan sekitarnya. Ketiga rejim pengelolaan tersebut adalah hutan produksi KPH Yogyakarta, hutan konservasi Tahura, dan hutan pendidikan KHDTK Wanagama I. Perbedaan rejim pengelolaan tersebut diduga mempengaruhi pola interaksi warga desa dengan hutan secara aktual. Penelitian ini bertujuan untuk membandingan hak dan akses aktual warga desa terhadap kawasan hutan Bunder dalam tiga rejim pengelolaan dengan harapan mencari pola pengelolaan hutan yang lebih efektif. Penelitian ini menggunakan pendekatan kualitatif melalui metode studi kasus interaksi warga Desa Bunder, Banaran, Ngleri, dan Gading dengan hutan yang ada di sekitarnya. Pengumpulan data penelitian dilakukan melalui observasi, wawancara, dan studi dokumentasi. Informan penelitian dipilih menggunakan kombinasi metode purposive sampling dan snowball sampling sehingga didapatkan 9 informan kunci dan 12 informan pelengkap. Wawancara dilakukan melalui wawancara semi terstruktur untuk mendapatkan informasi seperangkat hak dan akses aktual warga desa. Analisis data dilakukan melalui model penerapan analisis data kualitatif menurut Miles dan Huberman. Hasil penelitian menunjukkan rejim pengelolaan hutan berpengaruh terhadap manfaat hutan yang dapat diakses warga desa. Nilai agregat hak aktual yang diterima warga desa terhadap hutan produksi KPH Yogyakarta lebih tinggi dibanding pada hutan pendidikan KHDTK Wanagama I. Sedangkan paling rendah pada rejim pengelolaan hutan konservasi Tahura. Dilihat dari mekanisme akses yang memberdayakan warga desa, rejim hutan pendidikan KHDTK Wanagama I lebih tinggi dibanding rejim hutan produksi KPH Yogyakarta dan hutan konservasi Tahura. Penelitian ini memberikan rekomendasi perlunya mempertegas hak dan akses untuk meningkatkan kepastian terhadap manfaat sumber daya hutan.

One of state forest areas managed by three management regimes is Bunder Forest and its surroundings. Three management regimes are the production forest of KPH Yogyakarta, the conservation forest of Tahura, and the educational forest of KHDTK Wanagama I. The differences of management regimes are thought to affect the actual interaction pattern of villagers with the forest. This research aims to compare the actual rights and access of villagers to Bunder forest area in three management regimes in the hope of finding more effective forest management patterns. This research used a qualitative approach through the case study method of the interaction villagers of Bunder, Banaran, Ngleri, and Gading villages with the surrounding forest. Data were obtained through observation, interviews, and documentation study. The research informants were selected using a combination of purposive sampling and snowball sampling to obtain 9 key informants and 12 complementary informants. Interviews were conducted using semi-structured interviews to gather information on the actual set of rights and access of villagers. Data analysis was carried out by appliying the qualitative data analysis model according to Miles and Huberman. The results show that forest management regimes affects the forest advantages that villagers can access. The aggregate value of the actual rights received by the villagers to the production forest of KPH Yogyakarta is higher than the educational forest of KHDTK Wanagama I. in the meantime, the lowest is in the management regime conservation forest of Tahura. Based on the access mechanism that empowers villagers, the educational forest regime of KHDTK Wanagama I is higher than the production forest regime of KPH Yogyakarta and the conservation forest regime of Tahura. This research recommends defining rights and access to increase certainty about the benefits of forest resources.
