Skandal Priority Development Assistance Fund (PDAF): Dinasti Politik dan Korupsi di Filipina

Dinasti politik merupakan salah satu komponen penting dalam politik Filipina. Hal ini terlihat dari banyaknya anggota Kongres yang berasal dari klan tertentu, diperkuat dengan tingginya jumlah dinasti politik di berbagai tingkatan dan daerah. Kemunculan dinasti politik di Filipina kemudian berhubungan dengan berbagai hal, salah satunya korupsi. Dengan mengambil studi kasus Priority Development Assistance Fund (PDAF), penelitian ini bertujuan menganalisis kaitan dinasti politik dengan korupsi, khususnya di Filipina. Penelitian ini menemukan bahwa dinasti politik berpengaruh terhadap melebarnya ketimpangan di Filipina, baik secara politik maupun sosial-ekonomi. Fenomena ini terjadi karena pejabat di daerah dapat menjalankan proyek pembangunan (utamanya infrastruktur) untuk memunculkan rasa utang na loob di tengah konstituen. Proyek tersebut digunakan melalui beberapa dana, salah satunya PDAF yang bersifat pork-barrel. Di samping itu, dinasti politik juga mengekspos lemahnya sistem politik Filipina melalui peranan narasi politik dan garis keturunan keluarga yang lebih krusial dibandingkan mesin politik dalam memenangkan pemilihan umum. Lebih lanjut, dampak lain muncul dari maraknya hubungan padrino, tampak dalam skandal PDAF.

Political dynasty is one of the crucial elements of the Philippines's politics. This can be shown from a great number of Congress members that hail from it and the existence of such a dynasty in various levels and regions. The emergence of political dynasty be linked with various things, one of them is corruption. Using the Priority Development Assistance Fund (PDAF) scandal as a case study, this research intends to analyze relations between political dynasty and corruption, especially in the Philippines. This research finds that political family has affected widening inequality in the Philippines, both politically and socio-economically. This phenomenon happens because the ruling politicians could hold projects (particularly infrastructure ones). It is useful to show utang na loob feeling in the constituency. The projects were funded using some fund, one of them is pork-barrel PDAF. Political dynasty also exposed weak political system in the Phillippines with political messages and lineage that have more important part than party machine in winning the election. Furthermore, another impact from political dynasties is the emerge of the padrino system, as happened in the PDAF scandal.
