Pemetaan dan Analisis Tingkat Kerawanan Bencana Banjir di Kecamatan Butuh, Kabupaten Purworejo

Banjir adalah bencana dengan keadaan suatu daerah tergenang oleh air dalam jumlah yang besar. Salah satu kecamatan yang kerap dilanda banjir di Kabupaten Purworejo adalah Kecamatan Butuh. Peta bahaya yang dikeluarkan oleh BPBD masih dalam lingkup kabupaten, maka dari itu perlu adanya peta bahaya dengan lingkup kecamatan untuk mengetahui daerah yang masuk kedalam kelas tinggi, menengah dan rendah. Tujuan dari kegiatan ini adalah untuk memetakan tingkat kerawanan banjir di Kecamatan Butuh. Daerah rawan banjir dapat diidentifikasikan menggunakan tiga parameter sesuai dengan SNI 8197 Tahun 2015 yaitu parameter penutup lahan, kemiringan lereng dan curah hujan. Dalam penelitian ini data penutup lahan diperoleh dari BAPPEDA Kabupaten Purworejo, kemiringan lereng diperolah dari hasil olahan data DEMNAS dan curah hujan diperoleh dari curah hujan harian selama 10 tahun yang dimulai pada tahun 2011 hingga 2020 diperoleh dari Dinas PUPR Kabupaten Purworejo. Ketiga parameter ini kemudian dianalisis dengan cara pemberian skor. Hasil dari pemberian skor kemudian dilakukan pembobotan dan tumpang susun yang kemudian dilakukan simbology dan tata letak peta (layouting) untuk menghasilkan Peta Kerawanan Banjir di Kecamatan Butuh dengan format data raster. Dari kegiatan aplikatif ini, menghasilkan peta kerawanan banjir di Kecamatan Butuh dengan tiga tingkat kerawanan yaitu tingkat tinggi, menengah dan sedang. Tingkat rawan kelas menengah sebesar 66,93% atau setara dengan 32,19 km persegi sebagai tingkat kerawanan yang paling dominan, sedangkan untuk kelas rawan tinggi sebesar 31,80%, dan sisanya merupakan daerah sungai dengan luas 0,61 km persegi atau setara dengan 1,27% dari total luas Kecamatan Butuh. Kelas rawan tinggi yang ada pada Kecamatan Butuh, dikarenakan daerah tersebut merupakan daerah pemukiman, tingkat kemiringan yang datar dan curah hujan yang tinggi. Kelas menengah disebabkan oleh jenis tutupan lahan berupa sawah irigasi atau kebun dengan slope yang sedikit curam dan curah hujan yang tinggi. Tidak selamanya daerah dengan jenis tutupan lahan sawah irigasi atau kebun berada pada kelas menengah. Jenis tutupan lahan sawah irigasi dan kebun dengan dengan tingkat slope yang datar akan menyebabkan daerah tersebut masuk ke dalam kelas rawan terhadap bencana banjir.

A flood is a disaster in which an area is inundated by large amounts of water. One of the sub-districts that are often hit by floods in Purworejo Regency is Butuh District. The hazard map issued by the BPBD is still within the scope of the district, therefore it is necessary to have a hazard map with the scope of the sub-district to find out which areas are classified as high, middle, and low. The purpose of this activity is to map the level of flood susceptibility in Butuh District. Flood-prone areas can be identified using three parameters in accordance with SNI 8197 of 2015 namely land cover, slope, and rainfall parameters. In this study, land cover data was obtained from BAPPEDA Purworejo Regency, slopes were obtained from the processed DEMNAS data, and rainfall was obtained from daily rainfall for 10 years starting from 2011 to 2020 obtained from the PUPR Office of Purworejo Regency. These three parameters were then analyzed by scoring. The results of the scoring are then weighted and overlapped which are then carried out symbology and map layout to produce a Flood Vulnerability Map in Butuh District with the raster data format. From this applicative activity, it produces a flood susceptibility map in Butuh District with three levels of vulnerability, namely high, medium and medium levels. The vulnerability level for the middle class is 66,93% or equivalent to 32,19 square km as the most dominant level of vulnerability, while for the high-risk class it is 31,80%, and the rest is a river area with an area of 0,61 square km or equivalent to 1,27% of the total area of Butuh District. The high-risk class in Butuh District is because the area is a residential area, has a flat slope, and has high rainfall. The middle class is caused by the type of land cover in the form of irrigated rice fields or gardens with a slightly steep slope and high rainfall. Not always areas with irrigated or garden land cover types are in the middle class. The type of cover for irrigated rice fields and gardens with a flat slope level will cause the area to be classified as prone to flooding.
