The COVID-19 pandemic outbreak has been affected negatively on many aspects all over the world. Knowing the consequences that happened by COVID-19 pandemic, it affects peoples’ behaviour, especially how they perceive the risk. This study aims to analyze peoples’ behaviour especially in thinking and acting during COVID-19 pandemic. Not just because the pandemic, but social relations in society may give an enormous effect. Social relations can be analyzed with cultural theory to understand the relation to the peoples’ behaviour. Therefore, this study will use cultural theory with situational judgement tests. The target population of this research is active students that belong to generation z ( 17 - 23 years) in Java island. Cultural theory is used to classify peoples’ tendency to their response on COVID-19’s information. The tendencies are individualist, egalitarian, hierarchist, and fatalist, each representing a different approach of how people think and act. Situational judgement test is used as an instrument for this research to collect responses from the respondent and determine the tendency possessed by the respondents. This research is based on pre-post study to comprehend changes in peoples' tendencies during times. The time during COVID-19 pandemic in Indonesia for this research is divided into three time-point, each of this time-point is represented by phase resulting in three different phases, phase 1 ( December 2019 until February 2020), phase 2 ( February until July 2020), and phase 3 (July until December 2020). 469 responses collected in this research consist of 152 males (32.41%) and 315 females (67.16%) having age from 17 years - 23 years. The responses are collected from 6 different provinces in Java island, 25 respondents (5.33%) are from Banten, 94 respondents (20.04%) are from D.I. Yogyakarta, 116 respondents (24.73%) are from D.K.I Jakarta, 81 respondents (17.27%) are from West Java, 64 respondents (13.65%) are from Central Java, 89 respondents (18.98%) are from East Java. Descriptive statistics is used to generate insight and conclusion from the responses. Individualist and hierarchist constitute the majority of the tendencies possessed by respondents at each phase. Individualist is the highest number of tendency possessed by the respondent at phase 1 and phase 3 (65.88% and 69.72% repeatedly), and hierarchist is the highest number of tendency possessed by the respondent at phase 2 (62.26%). The responses generate some group based on the change of tendency possessed by the respondents in each phase. The 5-top groups totalling 369 respondents (91.68%) are the main group that get analyzed leaving other 100 respondents that are divided into groups with low numbers. These 5 groups only have individualist and hierarchist tendencies in their tendeciy’s changes for each phase
