PENERAPAN KESEHATAN DAN KESELAMATAN KERJA (K3) PADA KEGIATAN PENEBANGAN DI PT. TOBA PULP LESTARI SEKTOR HABINSARAN, KABUPATEN TOBA SUMATERA UTARA

Pemanenan kayu adalah proses di mana hasil hutan kayu dipindahkan dari hutan sebagai tempat tumbuhnya menuju pasar atau tempat pemanfaatannya. Pemanenan kayu memiliki lima tahapan, yaitu penebangan, penyaradan, pemuatan, pengangkutan, dan pembongkaran. Penebangan adalah salah satu bagian dari kegiatan pemanenan kayu yang memiliki resiko kerja yang tinggi bagi para pekerja. Resiko tersebut berasal dari kurangnya penerapan K3 oleh pekerja dan perusahaan, APD yang kurang lengkap, maupun kondisi lingkungan kerja. Penelitian berlokasi di PT. Toba Pulp Lestari sektor Habinsaran, Kecamatan Habinsaran, Kabupaten Toba, Provinsi Sumatera Utara. Batasan penelitian ini adalah operator chainsaw dan Department of Health, Safety, and Fire Protection (HSFP). Penelitian bertujuan untuk mengamati perilaku operator chainsaw dan Departemen HSFP dalam penerapan K3 pada kegiatan penebangan. Penelitian menggunakan data primer berupa hasil kuesioner dari operator chainsaw terkait panduan penebangan dan panduan K3 perusahaan, dan data sekunder berupa panduan penebangan dan panduan K3 perusahaan. Metode analisis yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dan skala Likert. Hasil penelitian menunjukkan bahwa berdasarkan hasil kuesioner yang telah dilakukan, dapat dilihat bahwa persepsi pekerja secara umum terkait K3 penebangan sudah baik dengan skor sebesar 97,63%, dan persepsi pekerja berdasarkan pengetahuan terkait K3 penebangan juga sudah baik dengan skor sebesar 98%. Berdasarkan pengamatan di lapangan, terdapat perbedaan antara panduan penebangan dan panduan K3 dari PT. Toba Pulp Lestari dengan penerapan K3 di lapangan, yaitu papan peringatan APD dan kegiatan penebangan, penerapan helper, dan jarak aman

Timber harvesting is a process, which timber forest products are removed from the forest to the market or place of use. Timber harvesting consists of five stages, namely felling, skidding, loading, transporting and unloading. Felling is one part of the timber harvesting activity which has a high work risk for workers. These risks come from the lack of OHS application by workers and companies, incomplete PPE, and working environment conditions. This research is located at PT. Toba Pulp Lestari Habinsaran Sector, Habinsaran District, Toba Regency, North Sumatra Province. The researchs limitations are chainsaw operators and the Health, Safety, and Fire Protection (HSFP) Department. This research aims to observe the behavior of chainsaw operators and HSFP department in the application of OHS to felling activities. This study uses primary data in the form of questionnaires from chainsaw operators related to felling guide and OHS guide, and secondary data in the form of companys felling guide and OHS guide. The methods of analysis in this research are descriptive qualitative method and Likert scale. The results showed that from the questionnaires result, it could be seen that the workerss general perception about felling OHS was good with a score of 97,63%, and the workers perceptions based-on-knowledge about felling OHS was good with a score of 98%. From the field observation, there are differences between the guide of felling and OHS with the OHS implementation in the field, namely PPE warning boards and felling activities, the application of helper, and safe distances
