The Emergence of PESCO: The New European Union Defense Initiative

Keamanan Uni Eropa saat ini memasuki fase genting di mana mereka harus menghadapi berbagai macam ancaman keamanan dari Timur. Berbagai aksi-aksi Rusia dan kebijakan luar negerinya yang kontroversial yang telah banyak melanggar berbagai perjanjian internasional telah menghancurkan banyak kepercayaan sekutu-sekutunya dan negara-negara tetangga, terutama negara-negara Eropa Barat, seperti yang bisa dilihat di kasus Aneksasi Krimea pada tahun 2014. Lebih jauh ke Timur, Cina pun sekarang "semakin mendekat ke Eropa" dengan pengaruhnya yang semakin meluas dan menguat atas UE melalui sektor perdagangan dan investasi. Selain itu, soliditas hubungan transatlantik sekarang diuji kembali, dengan Donald Trump menjabat sebagai presiden AS dan berbagai kebijakan luar negerinya yang telah membuat bingung baik sekutu maupun rivalnya. Dari keluhan AS tentang perdagangan AS-UE hingga pembagian beban pendanaan NATO, AS tidak lagi dianggap akomodatif dan dapat diandalkan sebagai sekutu UE. Kondisi ini sangat memprihatinkan mengingat dinamika hubungan antara Amerika Serikat dengan anggota - anggota Uni Eropa atau yang disebut dengan hubungan transatlantik memang selalu sangat berpengaruh dalam terbentuknya dinamika politik dunia dikarenakan keduanya merupakan entitas dengan kekuatan dan pengaruh yang tergolong mendunia. Oleh karena itu, tesis ini berargumen bahwa peluncuran program pertahanan kolektif UE baru-baru ini seperti Kerjasama Permanen Terstruktur (PESCO) dilandaskan oleh kewaspadaan UE yang semakin meningkat terhadap ancaman dari Rusia dan Cina, serta diperparah oleh kebijakan luar negeri AS yang menjadi semakin tidak bisa diprediksi yang pada akhirnya membuat UE merasa semakin tidak berdaya. Melalui program kerjasama keamanan tersebut, UE diharapkan dapat lebih mampu dalam mempertahankan keamanan di wilayah Eropa tanpa bergantung terlalu banyak kepada AS. Argumen ini berasal dari pola pikir yang diusulkan oleh Neorealisme dan teori Balance of Threat yang merupakan versi modifikasi dari teori Balance of Power, yang dimana teori Balance of Threat lebih menyorot kepada niat rasional negara dalam menyeimbangkan kekuatan mereka terhadap ancamannya daripada bertujuan untuk menyeimbangkan kekuatan terhadap negara atau entitas lain yang lebih kuat.

The European Union security today enters a potentially catastrophic phase where it faces numerous security threats from the East whilst having an increasingly erratic and yet highly influential ally in the West. Russia being a dominant power with an extensive nuclear arsenal is becoming more aggressive and hostile as the country continuously states its hostile intentions and the willingness to go to the extreme as the country did show with the annexation of Crimea in 2014. Further East, China is now "coming closer to Europe" as the country tries to increase its influence over the EU through trade and investment with many European states and its neighbors. In addition, the dynamics of the relations between the United States and the European Union members or the so-called transatlantic relations have always been greatly influential in shaping world politics, acknowledging the two being a dominant global power. However, the solidity of the transatlantic relations has been put to the test, with Donald Trump taking office and the US becoming increasingly erratic with its foreign policy. Especially to its Western European allies, the constant clash between EU leaders and the US president on a number of issues has been increasingly worrying. From the US complaints on the US-EU trade to NATO burden sharing, the US is no longer considered as accommodating and reliable as Europe's ally. This thesis argues that the launch of the recent EU collective defense programs such as the Permanent Structured Cooperation (PESCO) is the result of the EU becoming wary of the growing threat coming from Russia and China, all the while the US's unpredictability makes it difficult for the EU to consider Europe as comfortably safe from security threats, as Europe has always relied on the US in ensuring their security. These arguments are derived from the patterns proposed by Neorealism and the Balance of Threat theory that is a modified version of the Balance of Power theory, highlighting states' rational intention in balancing against threats rather than balancing against a greater power.
