Implications of Austerity Measures on the Neoliberal Hegemony in Greece: A Neo-Gramscian Analysis of Troika during Greek Debt Crisis

Peran Troika, yang terdiri dari Komisi Eropa (EC), Bank Sentral Eropa (ECB), dan Internasional Monetary Fund (IMF), dalam mengarahkan langkah-langkah penghematan untuk memulihkan krisis utang Yunani kerap dikaitkan dengan penurunan ekonomi Yunani yang berkepanjangan dan sebagai penyulut semangat perlawanan masyarakat Yunani terhadap neoliberalisme. Dengan menggunakan basis pendekatan Neo-Gramscian, penelitian ini menganalisis implikasi ekonomi, sosial budaya, dan politik dari langkah-langkah kebijakan penghematan dan bagaimana kebijakan yang diambil oleh Troika memunculkan tantangan bagi eksistensi hegemoni neoliberalisme di Yunani. Melalui pemahaman akan social forces (kekuatan sosial), penelitian ini menemukan bahwa social force sayap kiri Yunani telah membentuk upaya kontra-hegemoni melawan neoliberalisme yang terutama diwakili oleh Partai Syriza. Kekuatan sosial ini tidak bertahan lama dan tidak berhasil, namun kemunculannya menekankan bahwa gerakan untuk mempertanyakan kembali hegemoni neoliberal telah hadir di Yunani karena ketidakpuasan masyarakat terhadap langkah-langkah penghematan yang ketat dan terhadap neoliberalisme secara keseluruhan yang telah tertanam di dalam cabang-cabang Troika. Hasil akhir membuktikan bahwa hegemoni neoliberal masih utuh dan bahwa gagasan, institusi, dan struktur neoliberalisme di Eurozone masih diterima.

The role of Troika, consisting of the European Commission (EC), the European Central Bank (ECB), and International Monetary Fund (IMF), in directing austerity measures to recover the Greek debt crisis has been linked to the lengthy economic downturn of Greek economy and as the fuel of the spirit of resistance against neoliberalism among the Greeks. Built upon the utilization of Neo-Gramscian approach, this research analyses the economic, socio-cultural, and political implications of the austerity measures and how the undertaken policies by Troika produce a slight challenge for the hegemony of neoliberalism in Greece. Through understanding the social forces, this research finds that the social forces of Greek leftists formed an attempt of counter-hegemony against neoliberalism within a part of the recovery process which was primarily represented by the Syriza Party. This social force didn't last and is proven to be unsuccessful, yet this emphasizes that movements to re-question neoliberal hegemony has taken place in Greece due to the dissatisfaction of the citizens towards the harsh austerity measures and overall towards the embedded neoliberalism of Troika. The end result has proven that neoliberal hegemony is still intact and the ideas, institutions, and structure of neoliberalism in the Eurozone prevail to be the accepted ones.
