Independensi Politik Lembaga Penyiaran Publik Televisi Republik Indonesia (LPP TVRI) dengan Lembaga Legislatif dan Eksekutif

Beberapa kejadian seperti kasus pemecatan Dewan Pengawas TVRI yang sampai berujung pada pemblokiran anggaran dan tayangan konvensi sebuah partai politik menunjukkan dinamika relasi TVRI dengan lembaga legislatif dan eksekutif. Dinamika ini tetap berlangsung kendati TVRI sudah mengalami perubahan status menjadi Lembaga Penyiaran Publik (LPP) dengan ditetapkannya Undang-Undang Nomor 32 Tahun 2002 Tentang Penyiaran. Perubahan status ini menyiratkan kepemilikan oleh publik dan bukan lagi milik pemerintah layaknya pada masa orde baru. Penelitian ini melihat lebih dalam bagaimana relasi yang terbentuk antara lembaga legislatif dan eksekutif melalui kanal-kanal yang memungkinkan relasi tersebut sejak disahkannya UU Penyiaran dan bagaimana hubungan itu akan mempengaruhi independensi politik TVRI. Indikator untuk melihat independensi politik adalah relasi yang dilihat dari mekanisme pembiayaan LPP TVRI yang diatur oleh peraturan perundang-undangan, dari pergantian pimpinan LPP, mekanisme pertanggungjawaban, dan relasi yang terbentuk sesuai dengan struktur LPP TVRI yang diatur oleh peraturan perundang-undangan. Temuan dari penelitian adalah kondisi independensi yang tidak dapat dinyatakan dengan mudah secara hitam dan putih. UU dan PP memberikan jaminan terhadap intervensi dan interferensi, namun, TVRI diatur pula oleh peraturan perundang-undangan yang mengatur lembaga-lembaga negara lain di Indonesia. Praktek interferensi juga terjadi dalam penunjukan dewan direksi dan kasus kepentingan lain.

Several incidents, such as the case of the dismissal of the TVRI Supervisory Board which led to a budget blocking and a convention broadcast of a political party, showed the dynamics of TVRI's relationship with the legislative and executive institutions. This dynamic relationship continues even though TVRI has changed its status to Public Broadcasting Institution (LPP) with the enactment of Law Number 32 Year 2002 concerning Broadcasting. This change in status implies ownership by the public and it no longer belongs to the government as in the New Order era. This research takes a deeper look at how the relationships that have been formed between the legislative and executive bodies through the channels that have enabled this relationship since the enactment of the Broadcasting Law and how this relationship will affect TVRI's political independence. Indicators to view the political independence are the relationships seen from the LPP TVRI financing mechanism which is regulated by statutory regulations, from the replacement of the LPP leadership, accountability mechanisms, and relationships formed in accordance with the LPP TVRI structure which is regulated by statutory regulations. The finding of this research is that the condition of independence cannot be easily expressed in black and white. Laws and Government Regulations provide guarantees against intervention and interference, however, TVRI is also regulated by laws and regulations governing other state institutions in Indonesia. The practice of interference also occurs in the appointment of the board of directors and other cases of interest.
