The Policy Formulation Process of Governor Regulation Number 97 Year of 2018 Concerning the Restriction of Arising Single-Use Plastic Waste by Bali Provincial Government

The tourism sector has an important role in supporting the regional income of Bali Province. Due to the existence of waste problems that arise from an increment or a loss within the activities of the tourism sector, the Provincial Government of Bali generated a Governor Regulation Number 97 year of 2018 concerning the restriction of arising single-use plastic waste as urgency to the plastic waste problems in Bali. This study aims to explore the policy formulation process of Governor Regulation Number 97 year of 2018 the restriction of arising single-use plastic waste by the Provincial Government of Bali. A qualitative method with a study case approach was used to conduct this study. The obtained data is primary data, which is based on the interview result of 5 (five) informants involved as stakeholders during the policy formulation process using in-depth interview data collection technique. The result of research on the formulation process of Governor Regulation Number 97 year of 2018 based on the Islamy's policy formulation model 2004 shows that at the stage of problem formulation of non-governmental organizations in the environmental sector successfully advocated the problem of plastic waste that has received the Provincial Government of Bali's attention. Secondly, at the stage of agenda setting, the Provincial Government of Bali and governmental institutions worked collaboratively in identifying the public dispute. Thirdly, at the stage of policy alternatives selection, the external actor did not affect the Provincial Government of Bali in deciding the best policy alternatives to be passed. Fourthly, at the policy adoption stage, the Provincial Government of Bali successfully ratified the Governor Regulation Number 97 year of 2018 as an attempt to manage the plastic waste problems. Based on the policy formulation process, the Governor Regulation Number 97 year of 2018 by Bali Provincial Government was emerged due to the Balinese people's enthusiasm, consistent advocacy by non-governmental organizations in the environmental sector, and the association between Bali governmental institutions that have the legitimacy to ratify the policy.
