Interaksi Fiskal Antar Pemerintah Daerah Kabupaten/Kota di Provinsi Jawa Timur

Penelitian ini bertujuan untuk memperoleh bukti empiris bahwa telah terjadi interaksi fiskal pada fungsi pengeluaran per kapita infrastruktur, kesehatan, dan pendidikan antar 38 daerah di Provinsi Jawa Timur dengan menggunakan data periode 2010 sampai 2018 dengan menggunakan pendekatan ekonometrika Spasial yaitu GMM (General Methode Moment). Hasil penelitian ini menunjukkan pengeluaran infrastruktur per kapita memiliki interaksi terbesar yang dapat dilihat dari nilai koefisiennya, hal ini mengindikasikan kompetisi pemerintah antar daerah banyak didorong oleh peningkatan output ekonomi. Peningkatan pembangunan atau penyediaan infrastruktur dalam suatu daerah akan memberikan stimulus ke daerah tetangga untuk ikut serta meningkatkan pembangunan infrastruktur, dikarenakan dapat meningkatkan ketertarikan investasi dan daya saing daerah. In Indonesia, fiskal decentralization has been going on since 2001. Fiskal decentralization is expected to make regions independent and innovative in enhancing publik welfare and regional competitiveness through the authority to manage revenue and allocate budgets. Fiskal competition between regions can be reflected in the existence of fiskal interactions between regions. This fiskal interaction occurs whent he related government expenditure is affected by neighbours government expenditure. This research obtains empirical evidence that fiskal interactions have occurred in the infrastructure, health, and education per capita expenditure functions in 38 regions in East Java Province utilizing the data from 2010 to2018 and the Spatial Econometric approach, GMM (General Method Moment). Infrastructure expenditure per capita has the greatest interaction that can be seen from the coefficient value. This indicates that the governmental competitions between regions are largely driven by the increased economic output. Increased development or infrastructure provision in an area will provide stimulus to neighbouring regions to participate in increasing infrastructure development, because it can increase investment interest and regional competitiveness.
