Analisis Waktu dan Biaya Pada Proyek Jalan Tol Trans Sumatera Ruas Pekanbaru-Dumai Seksi 6A dengan Menggunakan Earned Value Method dan Microsoft Project 2019

Proyek jalan tol Trans Sumatera merupakan program pembangunan berkelanjutan pemerintah dengan menghubungkan Lampung dan Aceh melalui 24 ruas jalan berbeda dengan panjang keseluruhan 2.704 km dan panjang tol ruas Pekanbaru - Dumai seksi 6A 25,6 km. sebuah proyek dapat dikatakan baik apabila pekerjaan proyek dapat diselesaikan dalam waktu rencana dan membutuhkan biaya tidak melebihi rencana anggaran. Metode earned value dapat digunakan untuk melakukan monitoring dan meminimalisir deviasi antara perencanaan dan pelaksanaan, dapat dimanfaatkan sebagai bahan evaluasi dan pertimbangan dalam pengambilan keputusan agar kondisi proyek dapat kembali sesuai dengan perencanaan sebelumnya dan dapat memproyeksikan estimasi biaya dan waktu yang dibutuhkan dalam penyelesaian proyek. Microsoft Project merupakan software yang dapat digunakan dalam membantu analisis earned value serta monitoring pekerjaan proyek menjadi lebih akurat dan efektif. Berdasarkan analisis yang sudah dilakukan terjadi keterlambatan progres pada bulan ke 1 dan 4 sedangkan keterlambatan terparah terjadi pada bulan ke-1 dengan indeks keterlambatan sebesar 0.309. Biaya proyek terjadi pemborosan hanya pada bulan ke-1 dengan deviasi rencana terhadap aktual sebesar -Rp. 26.415.200.350,93 dan indeks keborosan sebesar 0.416. Disamping itu, perkiraan penyelesaian waktu dan biaya menurut analisis didapatkan hasil estimate at completion (EAC) sebesar Rp. 1.077.970.983.729,74 dan terdapat pengehamatan biaya sejumlah Rp. 97.006.608.270,26 dengan profit sebesar 8.26%. Sedangkan proyeksi prakiraan waktu penyelesaian proyek (ECD) selama 729 hari dimana proyek tersebut mengalami percepatan selama 2 hari dari rencana awal yaitu 731 hari.

Microsoft Project is software that can be used to help analyze earned value and monitor project work to be more accurate and effective. Based on the analysis that has been carried out, there is a delay in progress at months 1 and 4, while the worst delay occurs at month 1 with a delay index of 0.309. The project cost is wasted only in the 1st month with a deviation of the plan from the actual of -Rp. 26.415.200.350,93 and the waste index was 0.416. Beside, the estimated completion time and cost according to the analysis obtained the result of the estimate at completion (EAC) of Rp. 1,077,970,983,729.74 and there were observations of the cost of Rp. 97,006,608,270.26 with a profit of 8.26%. Meanwhile, the projected project completion time (ECD) is 729 days in which the project has accelerated for 2 days from the initial plan of 731 days.
