REVIEW OF SISTER PROVINCE COOPERATION BETWEEN THE SPECIAL REGION OF YOGYAKARTA AND KYOTO PREFECTURE

Globalisasi telah mendukung perkembangan pesat di hampir semua aspek kehidupan manusia, terutama dalam terjalinnya kerjasama internasional. Didorong oleh globalisasi dan pengaruh desentralisasi, Provinsi Daerah Istimewa Yogyakarta (DIY) di Indonesia tidak mau melewatkan kesempatan untuk menjalin kerjasama internasional dalam bentuk kerjasama provinsi kembar dengan Prefektur Kyoto, Jepang. Kerjasama ini telah terjalin sejak 16 Juli 1985 (35 tahun) dan menjadi salah satu kerjasama yang sukses di Indonesia. Penelitian ini mengkaji apa saja yang menjadi faktor yang berhubungan dengan keberhasilan kerjasama provinsi kembar ini. Selain itu, penelitian ini juga membahas tentang dinamika yang terjadi selama menjalin kerjasama provinsi kembar antara DIY dan Prefektur Kyoto. Terakhir, penelitian ini juga menguraikan tentang keberhasilan dan keterbatasan kerjasama melalui evaluasi berdasarkan program yang telah diselenggarakan. Penulis menggunakan metode kualitatif dengan melakukan wawancara mendalam kepada kedua belah pihak, oleh karena itu informasi yang diperoleh menjadi lebih detail. Studi ini menemukan bahwa kerjasama provinsi kembar DIY dan Kyoto dikategorikan berhasil mengacu pada kriteria yang ditetapkan oleh pemerintah Indonesia, di antaranya; manfaat yang diterima kedua belah pihak, jumlah kegiatan yang berkelanjutan, dan dampak nyata bagi masyarakat. Selain itu, kepemimpinan yang baik dan dukungan politik dari pemerintah daerah mempengaruhi keberhasilan proyek kerjasama ini. Kerjasama provinsi kembar antara Daerah Istimewa Yogyakarta dan Kyoto berhasil, namun partisipasi masyarakat masih perlu ditingkatkan. Beberapa masalah yang perlu diperbaiki, seperti; birokrasi yang rumit, anggaran terbatas, dan sumber daya manusia yang kurang harus segera diatasi.

Globalization has supported rapid development in almost all aspects of human life, especially in the establishment of international cooperation. Driven by globalization and the effect of decentralization, the Special Province of Yogyakarta (DIY), Indonesia does not want to miss out on the opportunity to establish international cooperation in form of sister province cooperation with Kyoto Prefecture, Japan. This cooperation has been established since 16 July 1985 (35 years) and become one of the successful cooperation in Indonesia. This study examines what is the background and factors related to the success of this sister province cooperation. Besides that, this research discusses the dynamics of the sister province cooperation between DIY and Kyoto Prefecture. Lastly, this research also outlines the successes and limitations of cooperation through evaluation based on the programs. The author uses qualitative methods by conducting in-depth interviews with both parties, therefore the information obtained is more detailed. This study found that this cooperation is categorized successful referring to the criteria set by the Indonesian government including the benefits received by both parties, the number of sustainable activities, and impacts on the community. Moreover, good leadership and political support from the local government influence the success of cooperation projects. The sister province cooperation between the Special Region of Yogyakarta and Kyoto is successful, but the involvement of the public (community participation) must be increased. However, some issues need to be fixed, such as; complicated bureaucracy, limited budget, and lack of human resources must be addressed immediately.
