Analisis Strategi Smart City Kota Madiun

Pertumbuhan Urbanisasi berbagai kota di Indonesia tumbuh dengan pesat. Bila pertumbuhan urbanisasi tersebut tidak diimbangi dengan tata keloa yang baik maka akan berdampak buruk untuk kedepannya. Salah satu kota yang mulai mengalami pertumbuhan urbanisasi adalah Kota Madiun. Kota Madiun menanggapi isu urbanisasi ini dengan mengadopsi Smart City. Berbagai upaya Kota Madiun untuk menyusun Smart telah dilakukan, salah satu langkah awalnya adalah dengan mengikuti program Gerakan Menuju 100 Smart City oleh Kementrian Komunikasi dan Informasi. Disamping itu tentu setiap kota memiliki permasalahan dan karakteristik yang berbeda-beda. Oleh sebab itu, perlu Kota Madiun berinisiasi dalam penyusunan Smart City yang sesuai dengan permasalahan dan karakteristik Kota Madiun. Teori yang digunakan dalam penelitian ini adalah teori SMART. Teori SMART digunakan untuk menganalisa penyusunan strategi Smart City Kota Madiun dengan tiga belas komponen SMART. Ketiga belas komponen tersebut adalah tujuan, nilai visi misi, sumberdaya; dukungan politik; kemepimpinan; keberagaman aktor; kecerdasan kolektif; integrasi sumber daya; pengguna kreasi bersama; legitimasi; integrasi, iterasi, konvergensi; rencana aksi; proyek; peran transformasi; sebuah pengertian teknologi lebih daripada tujuan. Penelitian ini merupakan penelitian kualitatif dengan pendekatan studi kasus. Teknik Pengumpulan data yang digunakan berupa studi literatur, wawancara mendalam dan observasi. Hasil penelitian ini menunjukan bahwa Kota Madiun sudah mengadopsi dalam Smart City. Langkan awal penyusunan Smart City dimulai pada komponen pertama teori SMART , yaitu tujuan, nilai visi misi, sumberdaya dan hasil menunjukan bahwa tujuan, nilai visi misi, sumberdaya sudah sesuai kaidah Smart City. Adanya dukungan politik dari legislatif, LSM, dan masyarakat serta kepemimpinan yang oleh kepala daerah Kota Madiun yang dapat menyelesaikan masalah lokal sudah selaras dengan teori SMART. Adanya keberagaman aktor, kecerdasan kolektif, serta integrasi sumber daya bukti bahwa Smart City sudah diadopsi oleh Kota Madiun. kemudian untuk komponen selanjutnya penggunaan kreasi bersama, legitimasi , integrasi iterasi konvergensi juga sudah dilakukan oleh Pemerintah Kota Madiun dan pihak-pihak yang terkait. Rencana aksi dan proyek juga sudah disusun selaras dengan Smart City Kota Madiun untuk tahun 2019-2023. Peran transformasi dan pengertian teknologi oleh Pemerintah Kota Madiun juga sudah dilakukan. Sehingga bisa dikatakan Kota Madiun sudah mengadopsi Smart City sesuai dengan permasalahan dan karakteristik daerahnya.

Growth Urbanization of various cities in Indonesia is growing rapidly. If the growth of urbanization is not balanced with good governance, it will have a negative impact in the future. One of the cities that is starting to experience urbanization growth is the City of Madiun. Madiun City responded to this urbanization issue by adopting Smart City. Various efforts of the City of Madiun to compile Smart have been carried out, one of the first steps is to follow the Movement Towards 100 Smart City program by the Ministry of Communication and Information. Besides of course every city has different problems and characteristics. Therefore, it is necessary for the City of Madiun to initiate a Smart City in accordance with the problems and characteristics of the City of Madiun. The theory used in this study is the SMART theory. The SMART theory is used to analyze the Smart City Madiun City strategy development with thirteen SMART components. The thirteen components are goals, values, vision, mission, resources; political support; leadership; diversity of actors; collective intelligence; resource integration; users of shared creations; legitimacy; integration, iteration, convergence; action plan; project; the role of transformation; a technological understanding more than a goal. This research is a qualitative research with a case study approach. Data collection techniques used in the form of literature studies, in-depth interviews and observation. The results of this study indicate that the City of Madiun has adopted Smart Cities. The initial stage of the preparation of Smart City begins with the first component of the SMART theory, namely goals, values ��of mission vision, resources and the results show that the goals, values ��of mission vision, resources are in accordance with the rules of Smart City. There is political support from the legislature, NGOs, and the community and leadership by the regional head of Madiun City that can solve local problems is in line with the SMART theory. The diversity of actors, collective intelligence, and integration of evidence resources that Smart City has been adopted by the City of Madiun. then for the next component the use of joint creation, legitimacy, integration of convergence iteration has also been carried out by the Government of the City of Madiun and related parties. Action plans and projects have also been prepared in harmony with the Smart City of Madiun City for 2019-2023. The role of transformation and understanding of technology by the City Government of Madiun has also been carried out. So that it can be said that Madiun City has adopted Smart City in accordance with the problems and characteristics of the region.
