PERAN ECPAT INDONESIA DALAM PENANGANAN EKSPLOITASI SEKSUAL KOMERSIAL ANAK (ESKA) MELALUI PROGRAM DOWN TO ZERO DI INDONESIA

Eksploitasi Seksual Komersial Anak (ESKA) merupakan kejahatan global yang mengancam anak-anak diseluruh dunia. Kemajuan teknologi informasi dan kemudahan akses dalam melakukan perjalanan global memberikan dampak peningkatan terhadap angka-angka eksploitasi anak. Permasalahan ini memunculkan reaksi dunia internasional, tidak hanya peran negara namun munculnya aktor-aktor non-negara seperti INGO ikut berperan membantu negara dalam menangani permasalahan tersebut. Indonesia yang merupakan salah satu negara pengirim juga tujuan seks komersial anak menjadi salah satu negara tujuan dari program Down to Zero yang merupakan inisiasi dari beberapa INGO untuk mengentaskan eksploitasi seksual komersial anak di dunia. Penelitian ini mendeskripsikan peran ECPAT Indonesia sebagai aktor non-negara dalam menangani permasalahan ESKA di Indonesia melalui program tersebut. Teori dan konsep yang digunakan untuk menjawab pertanyaan penelitian ini adalah konsep Eksploitasi Seksual Komersial Anak, Gobal in the Local untuk melihat keterlibatan negara dalam merespon isu global tersebut dan International Non-Governmental Organizations (INGOs) sebagai bentuk peran NGO membantu negara menangani kasus ESKA. Penelitian ini dilakukan di kantor pusat ECPAT Indonesia, Jakarta Selatan dimana menjadi lokasi utama penulis dalam melakukan penelitian. Selain itu, penulis juga melakukan penelitian di beberapa Kementrian dan NGO sebagai partner ECPAT Indonesia melaksanakan program Down to Zero. Metode pengumpulan data dalam penelitian ini melalui wawancara langsung dengan narasumber dan juga studi dokumen berupa artikel, jurnal, laporan dan media elektronik. Penelitian ini menemukan bahwa ECPAT Indonesia melalui program Down to Zero berperan sebagai partnership dengan berkolaborasi bersama pemerintah Indonesia, private sector dan organisasi non-pemerintahan lainnya melalui beberapa program. Peran yang kedua yaitu melakukan advokasi kebijakan kepada pemerintah, private sector dan pelatihan pengembangan kapasitas kepada stakeholder terkait untuk ikut serta dalam pembuatan kebijakan perlindungan anak di Indonesia. Ketiga, ECPAT Indonesia melakukan penyebaran informasi dan kampanye melalui media cetak, media elektronik dan kampanye.

Commercial Sexual Exploitation of Children (CSEC) is a global crime that threatens children throughout the world. Advances in information technology and now easier access to global travel have an increasing impact on child exploitation rates. This problem has aroused international reactions, not only the role of the state but the emergence of non-state actors such as INGO. INGO has a role in helping the state in dealing with these problems. Indonesia, which is one of the sending countries, is also a destination for commercial sex for children. It is one of the destination countries of the Down to Zero Program, which is the initiation of several INGOs to combat commercial sexual exploitation of children in the world. This study describes the role of ECPAT Indonesia as a non-state actor in addressing CSEC issues in Indonesia through the program. Theories and concepts used to answer this research question are the concepts of Commercial Sexual Exploitation of Children, Global in the Local, to see the state's involvement in responding to these global issues, and the International Non-Governmental Organizations (INGOs), as a form of the role of NGOs helping the state handle CSEC cases. This research was conducted at the ECPAT Indonesia head office, South Jakarta, the author's main location in conducting research. In addition, the author has done research on several Ministries and NGOs who were ECPAT Indonesia's partners implementing the Down to Zero program. Data collection method in this research was through direct interviews with informants and also documents in the form of articles, journals, reports, and electronic media. This research found that first ECPAT Indonesia through Down to Zero program acts as a partnership by collaborating with Indonesian government, private sector, and other non-governmental organizations through several programs. Second, ECPAT acts to advocate the policy making to the government and private sector, and capacity building training for relevant stakeholders to participate in making child protection policies in Indonesia. Third, ECPAT Indonesia disseminates information and campaigns through print media, electronic media, and campaigns.
