Islamophobia and Public Policy in the UK : A Constructivist Understanding of PREVENT

Sejak dokumen pertamanya dirilis pada tahun 2006, strategi Kontra-terorisme, yang terutama berfokus pada terorisme Islam, telah memperkuat ketegangan rasial dalam masyarakat Inggris. Fenomena Islamofobia sebagai realitas hidup komunitas Muslim Inggris dapat diselidiki dalam kebijakan Prevent dengan pembingkaian pejabat pemerintah, yang berkontribusi pada kemunculannya. Oleh karena itu, studi tentang interkoneksi ini sangat penting untuk menjawab pertanyaan berikut, "Bagaimana konstruksi kebijakan Prevent di pemerintahan politik Inggris telah memajukan Islamofobia di masyarakat?" Secara teoritis dikatakan bahwa narasi para aktor Negara telah mempengaruhi penyampaian Prevent, yang menciptakan iklim Islamofobia dengan melanggengkan diskriminasi ras dan agama. Lebih lanjut, dikatakan bahwa tujuan yang tidak stabil dalam kabinet politik Inggris oleh partai Konservatif dan Buruh berkontribusi pada kebangkitan Islamofobia. Sejauh ini, pendekatan studi Islamofobia terlalu positivistik. Dengan demikian, kebaruan artikel ini terletak pada pendekatan metodologis. Konstruktivisme sosial Wendt, yang berfokus pada identitas, narasi, dan minat, digunakan untuk menganalisis pembingkaian Prevent, dengan analisis tekstual dan interpretasi data primer dan sekunder, yang diatur dalam struktur tematik. Artikel ini menunjukkan bagaimana kerjasama yang dilembagakan untuk menanggapi ancaman terorisme global secara strategis dibangun di era "Perang Melawan Teror", seperti yang dianjurkan oleh mantan Presiden AS George Bush, tak lama setelah tragedi 9/11. Selanjutnya, hasil menunjukkan bahwa pengiriman Prevent ditemukan sangat berbeda antara kabinet Perdana Menteri Gordon Brown dan kabinet David Cameron. Selanjutnya, tiga tema penting antara dua kabinet ini ditarik: identitas dan kepentingan nasional, kohesi & integrasi sosial, dan kesetaraan ras. Meskipun mengkampanyekan "A Safe and Stronger Britain" yang sama, setiap tema yang berurutan menggambarkan bagaimana kedua pemerintahan berbeda dalam tujuan dan pendekatan ideologis. Kesimpulannya, pembingkaian narasi kontra-teror memajukan metode represif untuk strategi menncegah antara dua partai politik, yang selanjutnya memprovokasi stereotip negatif bagi komunitas Muslim dengan menargetkan semua Muslim Inggris sebagai teroris potensial. Secara kolektif, temuan ini menyiratkan konsekuensi yang tidak proporsional bagi umat Islam, di antara kelompok agama lain untuk hidup berdampingan dalam masyarakat Inggris.

Since its first document release in 2006, the Counter-terrorism strategy, which mainly focused on Islamist terrorism, has amplified racial tension within British society. The phenomenon of Islamophobia as a lived reality to British Muslim communities can be investigated in the Prevent policy by the framing of government officials, which contributed to its emergence. Therefore, the study of this interconnection is imperative to answer the following question, "How has the construction of Prevent policies in British political administrations advanced Islamophobia in the society?" Theoretically, it is argued that the narratives by State actors have influenced the delivery of Prevent, which created a climate of Islamophobia by perpetuating racial and religious discrimination. Further, it is argued that the unstable objectives in British political cabinets by the Conservative and Labour parties contributed to the rise of Islamophobia. So far, the approach to Islamophobia studies has been too positivistic. Thus, the novelty of this article lies in the methodological approach. Wendt's social constructivism, which focused on identity, narrative, and interest, is used to analyze the framing of Prevent, by textual analysis and interpretation of primary and secondary data, organized in a thematic structure. This article demonstrated how institutionalized cooperation to respond to the threat of global terrorism was strategically constructed in the "War on Terror" era, as advocated by former U.S President George Bush, shortly after the tragedy of 9/11. Further, results indicated that the delivery of Prevent was found to be starkly different between the cabinet of Prime Minister Gordon Brown and David Cameron's. Subsequently, three significant themes between these two cabinets were drawn: national identity and interest, social cohesion & integration, and race equality. Albeit campaigning for the same "A Safe and Stronger Britain", each consecutive theme illustrated how both administrations differ in ideological goals and approaches. In conclusion, the framing of counter-terror narratives advanced the repressive methods to Prevent strategy between two political parties, which further provoked negative stereotypes to Muslim communities by targeting all British Muslims as potential terrorists. Collectively, these findings imply a disproportionate consequence to Muslims, among other faith groups to coexist in British society.
