Jejaring Advokasi Transnasional Dalam Mendorong Partisipasi dan Representasi Pengungsi (Studi Kasus Network For Refugee Voices (NRV))

Penggambaran umum tentang pengungsi sebagai pasif, tanpa agensi, tanpa suara, sumber ketidakstabilan dan tindakan kriminal telah menjadi representasi dominan yang dibuat oleh media di banyak negara, menghalangi mereka dari proses inklusi dan integrasi yang bermakna. Menyoroti pengungsi sebagai pemilik agensi politik, studi ini berupaya memahami tentang bagaimana pengungsi mengorganisir diri ke dalam jaringan transnasional, oleh pengungsi untuk pengungsi. Studi sebelumnya telah menunjukkan upaya pengungsi dalam mengadvokasi dan mengklaim hak-hak mereka di tingkat lokal melalui aksi kolektif seperti gerakan protes, kepemimpinan di kamp pengungsi, atau inisiatif yang dipimpin pengungsi untuk menjembatani kurangnya perlindungan di negara host. Dengan menggunakan metode studi kasus, penelitian ini secara khusus berfokus pada faktor-faktor di balik munculnya Network for Refugee Voices (NRV) sebagai Jejaring Advokasi Transnasional yang dipimpin oleh pengungsi yang berupaya menuntut hak untuk terlibat dan memberikan suara di meja perundingan dan proses pengambilan keputusan di tingkat global yang mempengaruhi kehidupan mereka. Penelitian ini menunjukkan bahwa struktur peluang tidak hanya diperoleh dari hubungan yang dibangun NRV dengan PBB dan UNHCR, tetapi juga dengan aktor non-negara yang berbeda. Struktur peluang ini tidak hanya menggeser titik fokus anggota sebelumnya yaitu di level lokal ke level global, tetapi juga mengarah kepada keanggotaan jaringan yang lebih inklusif dengan melibatkan pengungsi dari wilayah yang berbeda. Kajian ini juga bertujuan untuk menunjukkan bagaimana pengungsi dipandang sebagai advokat dan aktor dalam proses negosiasi dan diplomasi, di mana melalui jejaring yang dibentuk, telah menegosiasikan sejumlah hambatan yang hadapi untuk mendorong pelibatan pengungsi termasuk partisipasi dan representasi diri pengungsi di tingkat global.

The common portrayal of refugees as passive, agency-less, voice-less, source of instability and criminal acts have become the dominant representation made by the media in many countries, hindering them from meaningful inclusion and integration. Highlighting refugees as the owners of political agencies, this study seeks to understand about how refugees are organizing themselves into a transnational network, by refugees for refugees. Previous studies have exhibited refugee effort on advocating and claiming their rights at local level through collective actions such as protest movements, leadership in refugee camps, or refugee-led initiatives bridging the lack of protection in their host countries. Using the case study method, this research particularly focused on factors behind the emergence of Network for Refugee Voices (NRV) as refugee-led Transnational Advocacy Network working of claiming their rights to have a seat and a voice at the negotiation table and decision making process on global level that affect their lives. It shows that the opportunity structure not only obtained from the relationship built by NRV with the UN and the UNHCR, but also with different non-state actors. This opportunity structure not only shifts the members' previous focal point from local to global, but also led to the expansion of the current network membership towards more inclusive representation by engaging refugees from other different regions. This study also aimed to show how refugees are seen as advocates and actors in negotiation and diplomacy process, which through the network has negotiated on number of barriers they face to encourage refugee inclusion including participation and self-representation of refugees at the global level.
