PEMANFAATAN TEKNOLOGI INFORMASI DALAM PROSES PENYUSUNAN RENCANA KERJA PEMBANGUNAN DAERAH DI KABUPATEN KULONPROGO

Perkembangan teknologi informasi dan komunikasi turut berperan dalam proses perencanaan pembangunan. Dalam SPPN (Sistem Perencanaan Pembangunan Nasional), RKPD Kabupaten/Kota menjadi salah satu perencanaan paling praktikal yang diterapkan tiap tahun dalam tiap daerah. Sejak tahun 2016 proses penyusunan RKPD di Kabupaten Kulon Progo mulai memanfaatkan TIK dengan aplikasi RencanaKU. Namun, tidak jarang sering ditemui kendala dan hambatan dalam proses penyusunannya termasuk bagaimana kinerja sistem aplikasi. Hal tersebut kemudian melatarbelakangi penelitian dengan tujuan mendeskripsikan pemanfaatan teknologi informasi dalam proses penyusunan RKPD dan mengidentifikasi faktor-faktor yang memengaruhi pemanfaatan teknologi informasi dalam proses penyusunan RKPD di Kabupaten Kulon Progo. Metode penelitian dengan pendekatan deskripsi kualitatif dengan metode studi kasus. Teknik pengumpulan data dengan observasi, wawancara, dan data sekunder. Pada tahap observasi peneliti melakukan pengamatan langsung mengenai sistem penyusunan RKPD termasuk mencoba secara langsung aplikasi RencanaKU. Wawancara dilakukan dengan berbagai pihak untuk mengidentifikasi alur penyusunan RKPD serta pandangan dari pihak-pihak yang terlibat terhadap pemanfaatan TIK dalam penyusunana RKPD. Data sekunder meliputi hasil forum SKPD dan hasil RKPD. Adapun analisis data dilakukan dengan metode pattern matching, triangulasi data serta analisis induktif. Hasil penelitian ini merumuskan dua temuan. Pertama, pada pola penyusunan RKPD di Kabupaten Kulon Progo tidak semua tahapan dalam penyusunan RKPD memanfaatkan teknologi informasi melalui aplikasi RencanaKU. Peranan teknologi dalam penyusunan RKPD Kulon Progo sebagai planning support system yaitu mempermudah kolektifisasi laporan-laporan RKP dari pihak berkepentingan kepada penyelenggara RKPD (BAPPEDA) untuk kemudian dilakukan kompilasi dan verifikasi data. Kedua, ditemukan beberapa komponen yang mempengaruhi penyusunan RKPD dengan aplikasi RencanaKU yakni waktu, konsistensi dan transparansi. Faktor-faktor berpengaruh tersebut dapat menjadi dasar dalam memberi rekomendasi kebijakan terkait.

The development of information and communication technology also plays a role in the development planning process. In the SPPN (National Development Planning System), the Regency / City RKPD becomes one of the most practical plans that are implemented every year in each region. Since 2016 the process of preparing the RKPD in Kulon Progo Regency has begun to utilize ICT with the application of RencanaKU. However, not infrequently often encountered obstacles and obstacles in the preparation process including how the application system performance. This then motivates the research with the aim of describing the use of information technology in the RKPD preparation process and identifying factors that influence the use of information technology in the RKPD preparation process in Kulon Progo Regency. The research method used qualitative description approach with a case study method. Data collection techniques with observation, interviews, and secondary data. At the observation stage the researcher made direct observations about the RKPD drafting system, including trying directly the application of the MY plan. Interviews were conducted with various parties to identify the flow of the RKPD preparation as well as the views of the parties involved in the use of ICT in the RKPD arrangement. Secondary data includes SKPD forum results and RKPD results. Data analysis was performed using pattern matching, data triangulation and inductive analysis. The results of this study formulated two findings. First, in the pattern of RKPD development in Kulon Progo Regency, not all stages in the preparation of RKPD utilize information technology through the RencanaKU application. The role of technology in the preparation of the Kulon Progo RKPD as a planning support system is to facilitate the collectivity of RKP reports from interested parties to the RKPD (BAPPEDA) organizer for later compilation and data verification. Second, several components were found that influenced the preparation of the RKPD with the RencanaKU application, there are time, consistency and transparency. These influential factors can be the basis for providing related policy recommendations.
