ANALISIS HARGA OBAT E-CATALOGUE PADA ERA SEBELUM DAN SESUDAH JAMINAN KESEHATAN NASIONAL DAN FAKTOR-FAKTOR YANG MEMENGARUHI DI INDUSTRI FARMASI PT INDOFARMA (PERSERO) Tbk

Implementasi sistem Jaminan Kesehatan Nasional (JKN) diharapkan mampu membantu masyarakat Indonesia dalam memperoleh terapi terhadap penyakitnya. Sistem ini juga berdampak pada industri farmasi sebagai penyedia obat-obatan yang digunakan oleh masyarakat. Pada kenyataannya, industri farmasi dituntut untuk memenuhi kebutuhan obat era JKN dengan harga obat yang murah. Namun, faktor lain seperti kebijakan dan biaya produksi juga menentukan harga obat. Oleh karena itu perlu dilakukan analisis harga obat farmasi PT Indofarma (Persero) Tbk. pada periode sebelum dan sesudah era JKN. Penelitian ini merupakan jenis penelitian deskriptif kualitatif. Data dalam penelitian ini yaitu data retrospektif berupa penelusuran dokumen biaya obat Daftar Plafon Harga Obat (DPHO) tahun 2013 dan obat e-catalogue pada tahun 2018, serta wawancara langsung dengan pegawai industri bagian Supply Chain Management PT Indofarma (Persero) Tbk. Data yang diperoleh kemudian dianalisis menggunakan Microsoft Excel Office 2013 dengan membandingkan selisih harga obat di PT Indofarma (Persero) Tbk. sebelum dan sesudah era JKN. Selain itu dibuat transkrip hasil wawancara dengan narasumber. Hasil penelitian menunjukkan bahwa dari total 5 obat rata-rata terjadi kenaikan harga pada 3 obat, sedangkan 2 obat lainnya mengalami penurunan harga. Besarnya kenaikan maupun penurunan harga obat dipengaruhi oleh biaya distribusi obat ke masing-masing regional. Faktor produksi utamanya biaya bahan baku dan biaya produksi menjadi faktor utama yang menyusun harga jual obat. Perubahan harga bahan baku sangat memengaruhi harga obat. Faktor kebijakan mampu menekan harga obat terkait dengan HPS yang ditetapkan oleh Kementerian Kesehatan dan LKPP. Hasil analisis menunjukkan terdapat perbedaan berupa kenaikan maupun penurunan harga obat dari DPHO tahun 2013 ke e-catalogue tahun 2018. Faktor produksi memengaruhi perubahan harga obat namun tidak pada margin keuntungannya. Faktor kebijakan juga berpengaruh terhadap penetapan harga obat e-catalogue sehingga mengakibatkan perubahan harga obat.

The implementation of the National Health Insurance System (JKN) is expected to assist the Indonesian community in obtaining treatment for their therapy. This system also impacts the pharmaceutical industry as a producer of medicines that be used by the community. In fact, the pharmaceutical industry is demanded to provide the needs of drugs with low drug prices. However, other factors such as policy and production costs also determine the drug prices. Therefore it is necessary to analyze pharmaceutical drugs pricing at PT Indofarma (Persero) Tbk. before and after the JKN era. This research is a descriptive qualitative type. The data in this study were retrospective data by looking for drug cost documents of Daftar Plafon Harga Obat (DPHO) in 2013 and e-catalogue drugs in 2018, and doing direct interviews with PT Indofarma (Persero) Tbk's Supply Chain Management industry employees. The data obtained were then analyzed using Microsoft Excel Office 2013 by comparing the difference in drug prices at PT Indofarma (Persero) Tbk. before and after the JKN era. Moreover, transcripts from interviews with informants were also displayed. The research results showed that from 5 drugs total, average price for 3 drugs had increase, while 2 other drugs had a price decrease. The amount of increase and decrease in drugs price is influenced by the distribution cost to each region. Production factor that mainly contain of raw materials cost and production costs, are the main factors that compose drugs price. Changes in the raw materials cost significantly affect the price of drugs. Policy factors can press drugs price because of HPS that had been set by the Ministry of Health and LKPP. The analysis shows that there is an increase or decrease in drug prices from DPHO in 2013 to the e-catalogue in 2018. Production factors affect changes in drug prices but not the profit margins. Policy factors also affects the pricing of e-catalogue drugs, resulting changes in drug prices.
