MODAL SOSIAL DALAM KEBIJAKAN PEMBERANTASAN PENYALAHGUNAAN DAN PEREDARAN GELAP NARKOBA (P4GN): STUDI KASUS DESA CONDONGCATUR, DEPOK, SLEMAN, YOGYAKARTA

Masyarakat Desa Condongcatur sangatlah heterogen karena banyak pendatang seperti mahasiswa. Kondisi ini dapat meningkatkan potensi perdagangan narkoba,terutama di Desa Condongcatur tumbuh pusat hiburan dan industri asrama berkembang pesat yang menimbulkan kekhawatiran bahwa hal itu dapat menjadi pasar narkoba. Penyalahgunaan narkoba adalah masalah serius. Penyalahgunaan narkoba tidak bisa diselesaikan sendiri oleh pemerintah, tetapi perlu kerja sama dari semua elemen masyarakat. Partisipasi masyarakat berdasarkan modal sosial sangat dibutuhkan dalam implementasi kebijakan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN). Meskipun Desa Condongcatur rentan terhadap penyalahgunaan narkoba, masyarakat secara aktif berpartisipasi dalam P4GN. Adanya peran aktif masyarakat membuat Desa Condongcatur dicanangkan sebagai Desa Bersinar oleh BNN Republik Indonesia. Penelitian ini bertujuan untuk menjelaskan bagaimana modal sosial tumbuh di Desa Condongcatur dalam mengatasi masalah narkoba. Lebih lanjut, penelitian ini juga melihat bagaimana pengaruh modal sosial terhadap implementasi kebijakan P4GN terutama program Desa Bersinar. Metode yang digunakan oleh peneliti adalah deskriptif kualitatif dengan melakukan wawancara, observasi, dan dokumentasi di Desa Condongcatur, Kecamatan Depok, Kabupaten Sleman, Provinsi Daerah Istimewa Yogyakarta. Hasil penelitian menunjukkan bahwa modal sosial mampu mendukung keberhasilan implementasi kebijakan P4GN yang diwujudkan dalam program Desa Bersinar. Selain itu, pada faktanya kebijakan P4GN juga turut membantu mengembangkan modal sosial masyarakat. Dalam konteks ini, modal sosial dipahami sebagai sumber daya berharga yang dimiliki oleh Desa Condongcatur sebagai komunitas dalam mengatasi penyalahgunaan narkoba. Modal sosial terdiri dari nilai/ norma, jaringan sosial, dan kepercayaan.

The local comunity of Condongcatur village is heterogeneous considering that there are many newcomers such as college students. This condition might increase the potential of drug trafficking, particularly in the Condongcatur village arising the rapid growth of amusement and dormitory centres. As a result, these later might raise concerns of the emerging of illegal drug markets. Drug abuse is a serious problem. It cannot be solved alone by the government as it needs the cooperation of all elements of the society. The community participation based on social capital is required in implementing the policy of Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN). Although Condongcatur village is prone to get influenced by drug abuse, the local people are actively participating in P4GN. The active participation of the people nominates Condongcatur village to be Desa Bersinar by BBN of Republic of Indonesia. The objection of this research is to explain how social capital grows in Condongcatur village in overcoming the drug problems. In addition, this research also examines how social capital influences the implementation of P4GN policy, especially the Desa Bersinar program. The method used by the researcher is qualitative descriptive by conducting interviews, observation, and documentationin Condongcatur village, Depok sub-district, Sleman regency, province of Daerah Istimewa Yogyakarta (DIY). The results of this research showed that social capital can trigger successful implementation of P4GN policies which could be proven in the Desa Bersinar program. In this context, social capital is recognized as a valuable resource owned by Condongcatur village as a community helping to manage the drug abuse. Social capital consists of values/norms, social network, and beliefs.
