Dinamika Kerjasama Konektivitas Laut Indonesia-Filipina Dibawah BIMP-EAGA Melalui Pelayaran Ro-Ro (Roll On-Roll Off) Rute Davao-General Santos-Bitung

Tesis ini akan menjelaskan dinamika kerjasama konektivitas laut diantara Indonesia dan Filipina dibawah sub-regional BIMP-EAGA yang diimplementasikan dalam bentuk pelayaran kapal Ro-Ro. Penelitian menggunakan pendekatan regionalisme baru, konsep sub-regional (meso-regions) dan cross border regions (CBRs) untuk meneliti awal terbentuknya kerjasama pelayaran yang menghubungkan Davao City-General Santos (Mindanao, Filipina) dengan Bitung (Sulawesi Utara, Indonesia). Pada proyeksinya, rute kapal Ro-Ro tidak hanya bertujuan untuk menekan biaya logistik, namun diharapkan dapat berdampak luas pada pengembangan ekonomi multisektor dikawasan mata rantai terendah. Pelayaran perdana dilakukan pada 30 April 2019 dari Kudos Port, Davao City menggunakan kapal Super Shuttle Ro-Ro (500-TEUs) yang dioperasikan oleh perusahaan Filipina, Asian Marine Transport Corporation (AMTC) dan disaksikan secara langsung oleh pemimpin kedua negara. Namun pasca pelayaran perdana, tidak ada lagi pelayaran selanjutnya yang dilakukan melalui rute ini karena minimnya muatan. Jangka waktu penelitan akan dimulai setelah kesepakatan MoU On Establishing and Promoting Efficient and Integrated Sea Lingkages digulirkan pada tahun 2007, dan pasca terhentinya pelayaran penelitian ini turut mengidentifikasi upaya keberlanjutan terkait aktivasi kembali rute Ro-Ro melalui diplomasi ekonomi yang dilakukan oleh berbagai aktor hingga akhir kuartal ke-II tahun 2019.

This thesis explains about the dynamics of sea connectivity cooperation between Indonesia and Philippines under the BIMP-EAGA subregion through Ro-Ro shipping. The research used the new regionalism approach, subregion (meso-regions) and cross border regions (CBRs) concept to examine the early formation of shipping cooperation that connecting Davao-General Santos (Mindanao, Philippines) and Bitung (North Sulawesi, Indonesia). In its projection, the Ro-Ro shipping route not only intended to reduce logistics costs, but expected to give the wide impact on development of multi-sector economy in the lowest link region. The first voyage was made on April, 30 2019 from Kudos Port, Davao City using the Super Shuttle Ro-Ro 12 (500-TEUs) that operated by Philippine company, Asian Marine Transport Corporation (AMTC) and witnessed directly by the leaders of both countries. However, after the inaugural voyage, no further voyages were made through this route due to the lack of cargo (load factor). The research will start from the MoU On Establishing and Promoting Efficient and Integrated Sea Environment agreement was rolled out in 2007, and after the dorrmant this research also identified the sustainability efforts related to reactivation of the Ro-Ro shipping route through economic diplomacy by various actors until the end of the quarter II-2019.
