ABSTRAKSI Rumah perlindungan sosial atau camp assessment seharusnya berfungsi sebagai rumah sementara bagi para orang terlantar yang terkena penertiban untuk nantinya diteruskan ke panti-panti sosial yang ada sesuai kebutuhan mereka masing-masing. Menurut Perda DIY No 1 Tahun 2014, pemerintah wajib memberikan perlindungan bagi orang-orang terlantar sehingga keamanan dan ketertiban lingkungan dapat tercapai dengan baik. Oleh karena itu, pemerintah khususnya dalam hal ini Provinsi DIY menyediakan fasilitas berupa camp assessment atau rumah perlindungan sosial bagi orang terlantar yang nantinya akan menjadi warga binaan. Mereka dibimbing untuk mempersiapkan diri kembali hidup bermasyarakat dengan baik. Bimbingan rohani maupun jasmani seperti pelatihan mental dan skill diberikan untuk mengubah pola pikir warga binaan menjadi masyarakat yang berguna dan tidak kembali menggelandang. Pasalnya, jumlah warga binaan terutama orang dengan gangguan jiwa (ODGJ) atau psikotik yang membludak dari kapasitas dan ketidaktersediaan sarana prasarana membuat warga binaan mengalami depresi dan selalu ingin kabur meninggalkan camp assessment daripada menetap dan mendapatkan perawatan khusus. Dibutuhkan ruang yang sesuai dengan kebutuhan warga binaan psikotik dan juga pengadaan kebutuhan sehari-hari dengan baik. Penanganan dan perawatan khusus untuk ODGJ didapatkan dengan bantuan healing environment pada lingkungan binaan agar kesembuhan tercapai lebih cepat.

Abstract Social protection house or camp assessment should have a function as a shelter for the homeless people or beggar affected by the order which later will be forwarded to the existing social institutions according to their needs. According to Perda DIY No. 1 Tahun 2014, the government are required giving protection for the homeless people for their safety and the environmental order could be reached. Therefore, the government especially The Special Region of Yogyakarta has to provide facilities such as camp assessment or social protection house for the homeless people which is they will known as fostered citizens. They will get a guidance to prepare themselves well for the community life. Spiritual and physical guidance, such as mental and skill training, is given to change the mindset of fostered people into useful societies and not to wander again. Due to the amount of fostered citizens especially the people with mental disorders or psychotics ill which is out off capacity and the infrastructure is not required make the fostered people started to get depressed and always find a way to escape. The conclusion is the needed space urgently to fulfill the needs of the psychotics disorder people and also procurement of their daily necessities. The existence of the healing environment is also needed.
