Kesesuaian Preferensi Lokasi Apartemen terhadap Konsep Kota Kompak di Kota Bogor

Pembangunan gedung tinggi sedang gencar dilakukan di ruang kota sebagai usaha untuk mengatasi masalah terlalu padatnya bangunan dan terbatasnya lahan kota. Pembangunan bangunan tinggi turut mendukung pembangunan konsep kota kompak sebab terjadi densifikasi dan intensifikasi ruang kota. Salah satu kasus menarik tentang pembangunan bangunan tinggi dan pengembangan kota kompak adalah Kota Bogor. Pembangunan apartemen di Kota Bogor sedang marak terjadi. Di sisi lain Kota Bogor sedang merencanakan konsep TOD yang merupakan strategi dalam mewujudkan kota kompak. Namun, berdasarkan pengamatan awal pembangunan apartemen di Kota Bogor jauh dari lokasi TOD yang ditetapkan pemerintah. Oleh sebab itu perlu diadakan penelitian lebih lanjut mengenai kaitan antara preferensi lokasi apartemen dan konsep kota kompak atau TOD. Tujuan penelitian ini untuk mengidentifikasi preferensi lokasi apartemen di Kota Bogor dan mengidentifikasi kaitan antara preferensi lokasi apartemen dengan konsep kota kompak. Pendekatan yang digunakan adalah deduktif kualitatif-kuantitatif. Analisis preferensi lokasi apartemen menggunakan metode analytical hierarchy process dan weighted overlay, sedangkan analisis kesesuaian lokasi apartemen dengan konsep kota kompak menggunakan metode skoring. Hasil dari penelitian ini menunjukan bahwa lokasi apartemen berdasarkan preferensi aktor real estat (pengembang, masyarakat, dan pemerintah) berbeda-beda namun tetap ditemukan irisan lokasi yang sama. Lokasi proyek apartemen eksisting di Kota Bogor umumnya telah berada pada lokasi yang sesuai (klasifikasi sangat sesuai atau cukup sesuai) dengan preferensi lokasi aktor dalam real estat. Dilihat dari kesesuaian lokasi proyek apartemen dengan konsep kota kompak ditemukan bahwa apartemen di Kota Bogor umunya sudah sesuai dengan konsep kota kompak. Pada akhirnya ditemukan bahwa lokasi apartemen yang sesuai dengan preferensi juga akan sesuai dengan konsep kota kompak atau TOD.

High-rise buildings are intensively developed in urban space as an effort to overcome the density problem and land scarcity. High-rise building development also supports the concept of compact city because there will be densification and intensification of urban space. An interesting case about the development of high-rise building and compact city is Kota Bogor. Apartments are growing rapidly in Kota Bogor. On the other side, Kota Bogor is planning a transit-oriented development (TOD) as the strategy for realising compact city. However, based on preliminary observations, the apartment locations in Kota Bogor are far from TOD location which was set by the government. Therefore, further research regarding the relationship between apartment location preference and compact city concept or TOD is necessary to be conducted. This study was aimed to identify the location preferences of apartments in Kota Bogor and identify the relationship between apartment location preferences and compact city concepts. The study approach used is mix methods deductive. The analysis of apartment location preferences used analytical hierarchy process and weighted overlay method, while the analysis of suitability of apartment locations with the compact city concept used scoring method. The result of this study shows that apartment location based on real estate actors (developers, communities, and governments) preference are different but there still the intersection of location. In general, the existing apartments location in Kota Bogor is in suitable location (the classification is very suitable or quite suitable) with the real estate actor location preference. Based on the suitability of apartment location with the compact city concept, it was found that most apartments in Kota Bogor are also suitable with the compact city concept. In the end, the result of this study shows that apartment location in Kota Bogor which is suitable to location preference will also be suitable to the concept of a compact city or TOD.
