EVALUASI PEMBUATAN LAPORAN STATISTIK DASAR RUMAH SAKIT DI RUMAH SAKIT DKT DR. SOETARTO YOGYAKARTA

Latar Belakang: Pelaporan statistik merupakan salah satu dasar untuk menilai tingkat efisiensi dan kualitas pelayanan yang diberikan oleh rumah sakit. Pelaporan yang berkualitas dapat menjadi hasil yang baik. Dalam pembuatan laporannya terdapat permasalahan pengumpulan dan pengolahan data. Selain itu, petugas pelaporan belum mengetahui apakah laporan yang telah disediakan sudah sesuai atau belum karena belum pernah dilakukan evaluasi sebelumnya. Evaluasi pelaporan di sarana pelayanan kesehatan sangatlah diperlukan salah satunya untuk mengetahui mutu dari pelayanan kesehatan yang diberikan oleh pihak pemberi pelayanan kesehatan. Tujuan: Mengevaluasi pembuatan laporan statistik dasar rumah sakit di Rumah Sakit DKT Dr. Soetarto Yogyakarta. Metode: Jenis penelitian yang digunakan adalah penelitian deskriptif kualitatif dengan pendekatan studi kasus. Teknik pengambilan data dengan teknik observasi, wawancara dan studi dokumentasi. Hasil: Input pembuatan laporan statistik di Rumah Sakit DKT Dr. Soetarto untuk input yaitu kebijakan/SPO ada, namun secara umum belum secara rinci dan pelaksanaan pembuatan laporan belum sesuai dengan SPO, dana tidak tersedia secara langsung, SDM bukan lulusan rekam medis dan belum pernah mengikuti pelatihan. Untuk proses adalah sumber data yaitu sensus harian dan buku register, pengumpulan data tidak lengkap, pengolahan data belum sesuai dengan teori, penyajian data berbentuk tabel untuk grafik dibuat jika dibutuhkan, analisis data belum pernah dilakukan. Output laporan statistik adalah pengiriman laporan periode bulanan tepat waktu namun periode tahunan terlambat, pemanfaatan untuk perencanaan dan evaluasi pelaporan statistik juga belum dilakukan secara optimal. Kesimpulan: Pelaksanaan pembuatan laporan statistik sudah terlaksana meskipun secara kualitas baik input, proses, maupun outputnya belum optimal sehingga diperlukan peningkatan kompetensi petugas melalui sosialisasi dan pelatihan. Selain itu, diperlukan pedoman pembuatan laporan statistik secara lengkap dan disosialisasikan sesuai dengan kebutuhan.

Background: Statistical reporting are one of the references to measure efficiency level and quality of services provided by hospitals. Quality report can be a good result. In making the report there are problems with data collection and processing. In addition, the reporting officer does not yet know whether the report provided is appropriate or not because no previous evaluation has been done. Evaluation of reporting in health care facilities is very necessary, one of which is to find out the quality of health services provided by health care providers. Objective: To evaluate the making of the basic statistics report of the hospital at DKT Dr. Soetarto Hospital. Method: This research was descriptive qualitative research with a case study design. Data was retrieved by means of observation, interview and documentation study. Results: Input of making statistical reports at DKT Dr. Soetarto Hospital there was decree policy/SPO, but in general it was not yet detailed, funds are not directly available, HR was not a graduate of medical records and has never attended training. For the process was the source of the daily census data and register book, data collection was incomplete, data processing was not in accordance with the theory, presentation of data in the form of tables for graphics if created was needed, data analysis has never been done. Statistical report output was the delivery of monthly reports on time but the annual period was late, utilization for planning and evaluation of statistical reporting has also not been carried out optimally. Conclusion: The implementation of statistical reports has been carried out although the quality of both inputs, processes, and outputs has not been optimal so it is necessary to increase the competence of officers through socialization and training. In addition, guidance is needed for making complete and socialized statistical reports according to needs.
