PENATAAN FASILITAS PARKIR TERMINAL PENUMPANG BANDARA INTERNASIONAL AHMAD YANI SEMARANG

Peningkatan permintaan penumpang di Bandara Internasional Ahmad Yani tiap tahunnya relatif tinggi. Adanya pengembangan berbagai fasilitas bandar udara merupakan satu jawaban dari permasalahan kelebihan kapasitas. Peningkatan pergerakan penumpang di bandara membutuhkan pelayanan bangunan penunjang yang memadai, salah satunya fasilitas parkir. Tingginya penggunaan kendaraan pribadi oleh calon penumpang dalam melakukan aktivitas dari/ke bandar udara, mengharuskan fasilitas parkir dapat memberi pelayanan yang baik untuk mendukung fungsi fasilitas utama. Oleh karena itu, perlu dilakukan peninjauan kinerja dari fasilitas parkir baik dari sisi kapasitas maupun kemudahan informasi parkir agar fasilitas parkir Bandara Internasional Ahmad Yani tetap dapat melayani jumlah permintaan yang terjadi. Penelitian ini dilakukan untuk mengetahui besaran luas kebutuhan area parkir terminal penumpang pada saat jam puncak kondisi eksisting (2018) dan pada kondisi 10 tahun rencana (2028). Selain itu juga dilakukan perhitungan karakteristik parkir dan kondisi informasi parkir kondisi eksisting. Analisis dilakukan terhadap data jumlah penumpang pesawat tahun 2008-2017 sehingga didapatkan jumlah penumpang pada tahun rencana dengan metode regresi linier. Dengan rumusan Japan International Cooperation Agency (JICA) dan rumusan sesuai standar Bandara Internasional Ahmad Yani diperoleh pola rasio jam puncak, yang kemudian digunakan untuk mengetahui kebutuhan luasan area parkir pada tahun rencana. Data yang diperlukan antara lain jumlah penumpang, jumlah kendaraan yang parkir, serta layout dan dimensi fasilitas parkir. Hasil analisis menunjukkan besaran karakteristik parkir untuk kendaraan motor dan mobil masing-masing ialah; indeks parkir 77% dan 39%; volume parkir 1376 dan 3772 kendaraan; parking turnover 1,91 dan 3,35. Sedangkan untuk kebutuhan luasan parkir eksisting (2018) menurut rumusan JICA ialah 55.657,70 m2 dan rumusan standar Bandara Ahmad Yani ialah 13.238,89 m2. Adapun kebutuhan area parkir pada tahun rencana (2028) menurut JICA diperlukan sebesar 69.686 m2 dan rumusan standar Bandara Ahmad Yani ialah 32.143 m2. The increase in passenger demand in the international airport of Ahmad Yani annually is relatively high. The existence of the development of various airport facilities is one of answer to problem of excess capacity. The increase in the movement of passengers at airports need adequate support services building, one of the parking facilities. The highest user of private vehicles by would be passengers in conducting activities to and from the airport, requiring parking facilities can provide good services to support the functions of the main facility. Therefore, it is necessary to review the performance of the parking facilities both in the capacity as well as the ease of parking information so that the International Airport parking facilities at Ahmad Yani can still serve the number of requests that occurred. This research was conducted to find out the magnitude of the broad needs of the passenger terminal parking area at the time of peak hours the existing conditions (2018) and onthe conditions of the 10 year plan (2028). It also carried out the calculation of the characteristics and conditions of the parking information. The analysis is performed against the data the number of passenger aircraft of the year 2008-2017 so that it brings the total number of passengers in a linear regression method with the plan. With the outline of the Japan International Cooperation Agency (JICA) and the formulation of standard International Ahmad Yani Airport obtained the pattern of the ratio of peak hours, which is then used to find out the needs of the parking area in the plan. The necessary data include the number of passengers, number of vehicles parking, as well as the layout and the dimensions of the parking facilities. The results of the analysis show the quantity characteristics of parking for motorcycle and cars respectively is; parking index 77% and 39%; the volume of 1376 and 3772 parking of vehicles; Parking turnover 1.91 and 3.35. As for the needs of the existing parking area (2018) according to the formula of JICA is 55,657.70 m2 and the standard formula of the Ahmad Yani Airport is 13,238.89 m2. As for the need of a parking area in the plan (2028) according to JICA required of 69,686 m2 and the standard formula of the Ahmad Yani Airport is 32,143 m2.
