Tujuan penelitian ini adalah sebagai salah satu bentuk evaluasi dan kepedulian terhadap kinerja Bapemperda di DPRD DIY tahun 2017. Hasil penelitian ini dapat di gunakan oleh pemerintah setempat sebagai bahan evaluasi untuk meningkatkan kinerja organisasi pada tahun berikutnya. Kinerja Bapemperda di DPRD DIY perlu di evaluasi mengingat badan tersebut memiliki tanggung jawab yang penting bagi kepentingan masyarakat di Daerah Istimewa Yogyakarta. Bapemperda adalah sebagai alat kelengkapan dewan bidang legislasi bertugas untuk menyusun dan menyiapkan rencana kebijakan daerah di lingkungan DPRD. Bapemperda dibentuk agar memudahkan DPRD atau mendorong percepatan pembentukan Perda di lingkungan DPRD. Bagaimana Bapemperda menjalankan tugasnya dan tantangan yang dihadapinya selama proses perencanaan, penyusunan, pembahasan Raperda akan berpengaruh terhadap jenis program kebijakan yang akan dibuat di DPRD hingga produksi Perda di lingkungan DPRD DIY. Data penelitian ini dikumpulkan dengan teknik wawancara, observasi, dan studi dokumen. Data yang terkumpul kemudian di deskripsikan secara kualitatif. Hasil pencapaian diperoleh oleh Bapemperda dalam menjalankan tugasnya dalam pelaksanaan proses pembentukan Perda dapat di pengaruhi oleh beberapa faktor. Beberapa faktor yang mempengaruhi kinerja Bapemperda menggunakan analisis responsivitas dan responsibilitas oleh teori Lenvine. Hasil penelitian ini menunjukkan bahwa kinerja Bapemperda pada proses pembentukan Perda di DPRD DIY tahun 2017 belum terlaksana optimal secara keseluruhan karena tidak semua tugas dan tanggung jawab Bapemperda terlaksana sebagaimana mestinya tertulis dalam Peraturan Tata Tertib DPRD DIY. Artinya pada tahap tertentu ada kinerja yang sudah terlaksana degan baik, namun ada pula pada tahap yang lain kinerjanya belum terlaksana dengan baik. Hal ini dapat dilihat pada: responsivitas Bapemperda pada tahap perencanaan Perda belum optimal dimana tidak ada satu Perda pun yang sesuai dengan aspirasi masyarakat. Responsivitas pada tahap penyusunan Perda belum optimal karena Raperda inisiatif DPRD belum dijadikan prioritas dalam Propemperda. Padahal responsivitas yang baik akan menghasilkan kebijakan yang sesuai dengan aspirasi masyarakatnya, serta memprioritaskan program kebijakan yang berasal dari masyarakat. Responsibilitas Bapemperda pada tahap perencanaan Perda sudah terlaksana dengan baik karena kegiatan pembahasan rancangan Propemperda dan penetapan Propemperda dilakukan sesuai dengan ketentuannya. Kemudian, responsibilitas pada tahap penyusunan Perda juga terlaksana baik karena sebelum Raperda dibawa ke tahap Pembahasan (Pansus) Raperda tersebut telah dikaji terlebih dahulu oleh Bapemperda untuk menguji kelayakannya. Responsibilitas Bapemperda pada tahap pembahasan Perda belum optimal karena Bapemperda tidak menyelesaikan pembahasan Raperda inisiatif DPRD dan Raperda inisiatif Pemda dalam Propemperda 2017 sehingga otomatis target Perda pada tahun tersebut tidak tercapai. Padahal responsibilitas yang baik jika melaksanakan tugas sesuai dengan apa sudah ditetapkan dalam Tata Tertib seharusnya tugas tersebut dapat diselesaikan dengan baik.
The focus of this research is to analyze the performance of Regional Legislative Council in the Regional House of Representatives of The Special Region of Yogyakarta in the process of making regional regulations. The purpose of this research is to evaluate the work performance of Regional Legislative Council of The Special Region of Yogyakarta in 2017. The result of the research can be used by the local government as an evaluation material to improve the organization's performance in the years to come. The work performance of Regional Legislative Council of The Special Region of Yogyakarta need to be evaluated, considering that this council has important responsibilities for the community interest in The Special Region of Yogyakarta. The Regional Legislative Council is one of the internal bodies within the Regional House of Representatives that has the task to make and prepare the policy plan. The Regional Legislative Council was established to facilitate and to encourage the House of Representatives to accelerate the process of making the regional regulations. The aspects such as how Regional Legislative Council execute its responsibilities, the challenges it faces, during the process of planning, drafting, and discussing the regional regulations will have significant effects on the type of policy made in the House of Representatives and also the producing of regional regulations in House of Representatives. The data for this research were collected from interviews, observations, and studies from some literature. Afterward, the collected data were explained in qualitative method. Achievements by Regional Legislative Council in executing its responsibilities in the process of making the regional regulations is affected by some factors. To analyze some factors that affect the work performance of Regional Legislative Council , this research uses the theory of Responsiveness and responsibility by Lenvine. This research shows that the overall performance of Regional Legislative Council in the process of making regional regulations in the House of Representatives of Yogyakarta in 2017 has not been implemented optimally because they don't match with what is written on rules and code of conduct of the House of Representatives of The Special Region of Yogyakarta. It means that, on a certain level some tasks have been performed well. It can be seen on: the Regional Legislative Council responsiveness on the planning step is not optimal where none of the regional regulations in accordance with the community aspirations. Responsivity in the planning step of process regional regulations has not yet been optimal because the drafts of the law initiated by the House of Representatives has not yet been made a priority in the making regional regulations program whereas a good responsivity would lead to policies that are line with the peoples requests, and would prioritize policy programs that are suggested by the pople. The responsibility of Regional Legislative Council in the planning step of process regional regulations have been well-achieved, because the discussion activities of the drafts produced in making regional regulations program and the production of the making regional regulations program has been done in accordance with the rules. Also, responsibility in the formulation step of process regional regulations has also been well-achieved because before the draft of the law is given to the special committee in the discussion phase, the draft of the law has already been investigated by the Regional Legislative Council in a quality test. The responsibility of the Regional Legislative Council in the discussion step of process regional regulations has not yet been optimal because Regional Legislative Council did not finish the discussion of the draft of the law initiated by House of Representatives and the draft of the law initiated by the provincial governance in the 2017 making Program Regional Regulation, which implies that the target set out about the provincial law in that year was not achieved where as a good responsibility would imply that the tasks set out in the rules and code of conduct have been achieved well.
