Resolusi Konflik Pemerintah, Perusahaan, dan Masyarakat Studi Kasus: Konflik Tenurial HTI dan Batas Wilayah Kawasan Hutan dan Kawasan Non Hutan di Desa Pelangas (Bangka Barat)

Konflik Tenurial HTI dan Batas Wilayah Kawasan Hutan dan Kawasan Non Hutan di Desa Pelangas adalah Konflik yang belum terselesaikan sampai saat ini. Konflik ini melibatkan berbagai pihak baik dari masyarakat, perusahaan, dan juga beberapa aktor dari pemerintahan. Penelitian ini menggunakan metode kualitatif studi kasus dengan observasi dan wawancara mendalam terhadap aktor-aktor terlibat konflik untuk mendapatkan informasi dari berbagai perspektif. Konflik ini sendiri dimulai saat PT. Bangun Rimba Sejahtera (PT. BRS) mendapat izin kelola lahan berdasarkan Keputusan Kementerian Lingkungan Hidup dan Kehutanan pada kawasan hutan yang telah dihuni dan dijadikan tempat bekerja oleh masyarakat sebelumnya. Namun PT. BRS tidak bisa masuk ke dalam wilayah konsesinya karena adanya penolakan yang massif dan reaktif dari masyarakat. Peneleitian ini ingin mencari tahu dan menganalisis proses resolusi yang berlangsung dalam konflik ini. Resolusi konflik sudah dimulai dari tahun 2015 baik dengan cara formal maupun informal yang diinisiasi oleh perusahaan ataupun pemerintah. Namun, upaya-upaya tersebut belum mampu menyelesaikan konflik ini. Bahkan konflik yang terjadi semakin meluas dan memasuki tahapan-tahapan baru dalam konflik yang membuat konflik semakin parah. Selain dikarenakan oleh beberapa alasan masyarakat menolak hadirnya perusahaan dan terlalu tertutupnya masyarakat untuk mau membuka pola komunikasi dalam menyelesaikan konflik ini, keseriusan pemerintah dalam menanggapi konflik ini juga patut untuk dipertanyakan.

HTI (Hutan Tanaman Industri) Tenurial Conflict and Boundary Areas of Forest and Non Forest Areas Conflict in Pelangas Village are conflicts that have not been resolved. This conflict involved various parties both from the community, the company, as well as several actors from the government. This research uses qualitative methods of case studies with observation and in-depth interviews with the actors in order to get a complete information from various perspectives. This conflict itself began when PT. Bangun Rimba Sejahtera (PT. BRS) obtained land management permits based on the Regulation of the Ministry of Environment and Forestry in the area which had been occupied and used as a place to work by the community who has been living there for such a long time before the regulation were made. PT. BRS could not enter their authority concession due to massive and reactive rejection from the community since the first time PT. BRS wants to start their operational activities. This research wants to find out and analyze the resolution process that took place in this conflict. Conflict resolution has begun from 2015 both in formal and informal ways initiated by the company or the government. However, these efforts have not been able to resolve this conflict. More over conflicts increasingly widespread and entering several new stages in conflict that makes this conflict more complicated. Besides of several reason why the community rejected the company and they were too closed to open a communication in resolving this conflict with the company, the government's seriousness in responding to this conflict is also need to be questioning.
