DAMPAK PENERAPAN KONSEP KEMITRAAN PEMERINTAH - SWASTA (PUBLIC-PRIVATE PARTNERSHIP) TERHADAP PERKEMBANGAN DESTINASI WISATA DI MOROTAI

Destinasi wisata Morotai yang terletak di Provinsi Maluku Utara dan berbatasan langsung dengan negara Filipina. Destinasi wisata Kabupaten Pulau Morotai merupakan salah satu dari sepuluh destinasi pariwisata prioritas nasional Republik Indonesia. Kabupaten Pulau Morotai juga memiliki satu kawasan yang dijadikan Kawasan Ekonomi Khusus yang berbasis ada pengembangan industri pariwisata. Pengembangan pariwisata di kawasan ini melibatkan banyak lembaga, baik dari sektor pemerintah maupun dari sektor swasta. Penelitian ini diajukan untuk mengetahui 1) Mengetahui seperti apa kondisi destinasi pariwisata di Kabupaten Pulau Morotai, 2) Mengetahui seperti apa penerapan konsep kerjasama pemerintah-swasta, 3) mengetahui dampak dari adanya penerapan konsep PPP di Kabupaten Pulau Morotai. Penelitian ini menggunakan pendekatan kualitatif dengan pengumpulan data primer menggunakan teknik pengumpulan data observasi, wawancara, dan survey institusional untuk dapat menggali fenomena-fenomena yang terjadi di lokasi penelitian. Responden wawancara ditentukan berdasarkan purposive sampling dengan pemilihan responden berdasarkan kapasitas masing-masing dalam perkembangan pariwisata di destinasi wisata Kabupaten Pulau Morotai dan ditunjang dengan data-data sekunder yang dirasa sesuai dengan konteks penelitian. Teknik analisis data menggunakan teknik analisis deskriptif kualitatif untuk melihat fenomena yang terjadi secara lebih tajam. Penelitian ini menghasilkan temuan sebagai berikut: 1) Saat ini kondisi daya tarik wisata alam masih menjadi andalan bagi destinasi wisata Kabupaten Pulau Morotai, serta isu tergerusnya atraksi wisata budaya oleh kegiatan kontraproduktif dari masyarakat. 2) Peran pihak pemerintah dan swasta sudah berjalan dengan optimal dengan terpenuhinya empat dari lima peran dasar pemerintah dan dua dari lima peran dasar sektor swasta. Peran sentral dalam koordinasi dan kontrol dilaksanakan ileh pihak DN KEK. 3) Melihat perubahan-perubahan yang terjadi di destinasi wisata Kabupaten Pulau Morotai pasca penerapan kerjasama pemerintah-swasta, membuat posisi destinasi pariwisata di kabupaten ini berada pada tahap development dalam siklus hidup destinasi wisata.

Morotai tourism destination is located in North Molucas Province and directly bordering with Philippines. Morotai tourism destination is one of the ten national priority tourism destination of the Republic Indonesia. Kabupaten Pulau Morotai also has one area that is used as a Special Economic Zone based on the development of tourism industry. Tourism development in this region involves many institutions, both from the government sector and from the private sector. This research was proposed to find out about: 1) Finding out about the condition of tourism destination in Kabupaten Pulau Morotai, 2) Finding out about the implementation of Public-Private Partnership for developing tourism area, 3) Finding out about the impact from implementation of Public-Private Partnership in destination area. This study uses a qualitative approach with primary data collection using data collection techniques of observation, interviews, and institutional surveys to be able to explore the phenomena that occur at the research location. Interview respondents were determined based on purposive sampling with the selection of respondents based on their respective capacities in the development of tourism destination in Kabupaten Pulau Morotai and supported by secondary data that was deemed appropriate to the research context. Data analysis techniques used descriptive analysis techniques to see sharper phenomena. This study produces the following findings: 1) At present the condition of natural tourist attraction is still a mainstay for Kabupaten Pulau Morotai tourist destinations, as well as the issue of degradation of cultural tourism attractions by counterproductive activities of the local people. 2) The role of the government and the private sector has run optimally by fulfilling four of the five basic roles of the public sector and two of the five basic roles of the private sector. The central role in coordination and control is carried out by the DN KEK. 3) Seeing the changes that occur in Morotai Island tourist destinations after the implementation of public-private partnership, making the position of tourism destinations in this district are at the development stage in the Tourism Area Life Cycle.
