TOURISM COLLABORATIVE GOVERNANCE DALAM PENGEMBANGAN PARIWISATA DI DAERAH KEPULAUAN (STUDI PADA KAWASAN WISATA PULAU KEPA KABUPATEN ALOR - NUSA TENGGAR TIMUR)

Penelitian ini dilakuan untuk mengetahui proses kolabarasi yang dilakukan Pemerintah Daerah Kabupaten Alor dalam pengembangan kawasan wisata pulau Kepa, serta faktor-faktor yang menghambat dalam pelaksanaan proses kolaborasi. Penelitian ini menggunakan metode analisis deskriptif kualitatif untuk menggambarkan keadaan subjek dan objek penelitian berdasarkan fakta-fakta lapangan. Pengumpulan data dilakukan dengan teknik observasi dan wawancara mendalam. Proses kolaborasi dalam pengembangan pariwisata daerah dilakukan pada tahapan pengurusan perijinan, pengawasan terhadap kawasan konservasi, menggerakan partisipasi warga, penyerapan tenaga kerja dan bantuan sosial kemasyarakatan. Dalam proses kolaborasi ini ditemukan beberapa faktor penghambat kolaborasi yakni pada tataran regulasi serta ketersediaan sumberdaya manusia. Hasil penelitian menunjukan pelaksanaan kolaborasi berada pada posisi governance stage goverment dan industry stage governance. Minimnya ruang kolaborasi berdampak terhadap pelaksanaan program yang bersifat top down oleh pemerintah daerah, pada saat yang bersamaan sektor swasta membangun kolaborasi dengan masyarakat lokal dalam pengembangan kawasan wisata Pulau Kepa.

This research is conducted to know the process of collabaration conducted by Alor District Government in the development of Kepa island tourism area, as well as the factors that hinder the implementation of the collaboration process. This study uses descriptive qualitative analysis method to describe the state of the subject and the object of research based on field facts. The data was collected by observation technique and in-depth interview. The process of collaboration in the development of regional tourism is done in the stages of licensing arrangements, supervision of conservation areas, mobilizing citizen participation, employment and social assistance. In this collaborative process found several factors inhibiting the collaboration that is on the level of regulation and the availability of human resources. The results of the research show that collaboration is in the governance stage goverment and industry stage governance. The lack of collaboration space has an impact on top down program implementation by the local government, on the other hand the private sector builds collaboration with local communities in the development of Kepa Island tourism area.
