Skripsi ini menjelaskan moratorium lahan gambut sebagai politik teritorialisasi, di mana berbagai aktor yang ada bersaing untung mengamankan kepentingannya masing-masing. Moratorium lahan gambut yang didasari oleh PP Nomor 71/2014, yang direvisi menjadi PP Nomor 57/2016, berisikan pelarangan pembukaan lahan baru beserta pemanfaatan di atasnya, guna mencegah terjadinya kebakaran seperti di tahun 2015. Moratorium gambut mengundang sisi pro dan kontra yang saling berusaha memengaruhi proyek teritorial ini untuk keuntungan mereka. Di level nasional, pemerintah Indonesia sudah sepakat untuk tetap menjalankan moratorium gambut dibantu dengan mekanisme pendanaan internasional, sedangkan penerapannya di berbagai wilayah masih menuai beberapa konflik. Dalam skripsi ini, Semenanjung Kampar menjadi salah satu wilayah yang diteliti secara lebih detail mengenai moratorium lahan gambut sebagai proyek teritorialisasi.

This thesis explains about the peatland moratorium as a territorial project, where various actors compete to secure their own interests. The peatland moratorium regulated by PP Number 71/2014, revised into PP Number 57/2016, consists of the prohibition of opening the new land and the exploitation of the peatland, to prevent the fire like in 2015. The peatland moratorium has invited many pros and cons sides which are deploying any strategies to influence this territorial project to save their own benefits. In national level, Indonesia government has dealt to still apply the rule with the help of international funding, while the application in many areas still invite many conflicts. In this thesis, Kampar Peninsula in one of the area that is analyzed thoroughly to understand the peatland moratorium as a territorial project.
