Evaluasi PenilaianKinerja Sekolah (Studi pada SMA Kolese De Britto)

Penelitian dilakukan secara deskriptif kualitatif dengan menggunakan studi kasus untuk menggambarkan fenomena atau kondisi tertentu. Penelitian ini bertujuan untuk melakukan evaluasi terhadap penilaian kinerja pada SMA Kolese De Britto dengan menggunakan pendekatan Malcolm Baldrige National Quality Award (MBNQA). Penelitian ini sebagai gambaran evaluasi penilaian kinerja yang dilakukan di SMA Kolese De Britto dengan membandingkan kinerja yang telah ditetapkan sebelumnya agar dapat dilakukan upaya perbaikan dan masukan dalam menyusun indikator kinerja sebagai alat evaluasi.
Metode penelitian dalam penelitian ini menggunakan metode penelitian kualitatif studi kasus dengan mendeskripsikan fenomena dari perspektif kepala sekolah, guru dan karyawan di SMA Kolese De Britto berdasarkan pendekatan Malcolm Baldrige National Quality Award (MBNQA). Obyek Penelitian adalah kepala sekolah, guru, karyawan dan Dokumen Rencana Kinerja Tahunan serta Dokumen Laporan Evaluasi Realisasi Program Kerja SMA Kolese De Britto.
Hasil penelitian ditemukan adanya masalah-masalah yang ada dalam organisasi sekolah. Permasalahan tersebut tampak dari hasil wawancara dengan responden yang kemudian di kuantifikasi dalam bentuk pencapaian skor pada setiap kriteria. Dari selisih skor semua kriteria sebesar 282 terhadap nilai maksimal MBNQA sebesar 1000, kriteria kepemimpinan menempati masalah dalam prioritas pertama, yakni dengan pencapaian skor 81 dari 120. Pimpinan dinilai tidak mampu mengakomodasi sumber daya yang ada dalam organisasi, sumber daya yang tersedia tidak dimanfaatkan secara optimal untuk peningkatan kinerja sekolah. Prioritas masalah yang kedua ada pada kriteria perencanaan strategis akibat tidak terbiasanya direksi dan pegawai di SMA Kolese De Britto membuat perencanaan jangka menengah dan jangka panjang. Permasalahan yang ketiga adalah terkait dengan pengukuran, analisis, dan knowledge management, karena adanya ukuran-ukuran yang tidak jelas yang dipakai di dalam penilaian kinerja di SMA Kolese De Britto
This qualitative descriptive study uses case studies to illustrate the certain phenomenon or condition. This study aims to make evaluation on the assessment of the performance of De Britto College High School by using a Malcolm Baldrige National Quality Award (MBNQA) approach. This study serves as an illustration of the evaluation on the assessment of performance conducted in De Britto College High School by comparing the predetermined performance in order to make improvement efforts and input in preparing performance indicators as an evaluation tool.
The research uses case study qualitative research method by describing the phenomenon from the perspective of the principal, teachers and school employees in De Britto College High School based on the Malcolm Baldrige National Quality Award (MBNQA) approach. The objects of study are the principal, teachers, staffs and documents as well as the Document of Annual Performance Plan and Evaluation Report of Work Program Realization of De Britto College High School.
The research finds the problems that exist in the organization of the school. The problems are identified from the result of interviews with respondents which are then quantified in the form of achievement scores on each criterion. From the difference in scores, all criteria is 282 to the maximum value of MBNQA of 1000, the leadership criteria occupies problem in the first priority, namely the achievement of score of 81 out of 120. The leaders are considered to be unable to accommodate the resources that exist within the organization. The available resources are not used optimally for the improvement of school performance. The second priority of the problems is the strategic planning criteria because the directors and employees of De Britto College High School are not used to make medium-term and long-term planning. The third problem is related to the measurement, analysis, and knowledge management, because there are unclear measures used in the assessment of performance in De Britto College High School.
