Ketersediaan sarana infrastruktur transportasi seperti akses jalan yang baik, sarana pelabuhan yang memadai, jembatan penghubung yang strategis, bandar udara yang berfasilitas lengkap, jalan tol yang sesuai kebutuhan dan sarana pendukung lain seperti rel dan sistem jaringan kereta api yang terorganisasi dengan baik akan secara langsung mempengaruhi peningkatan daya saing perekonomian yang nantinya berujung pada pesatnya laju pertumbuhan ekonomi. Dalam Tinjauan Kebijakan Moneter, Bank Indonesia menyebutkan bahwa sektor transportasi merupakan sektor yang paling berpengaruh nomor dua setelah sektor industri. Maka pembangunan infrastruktur di sektor transportasi menarik perhatian dan mulai direncanakan secara komprehensif sehingga hasil dari pembangunan tersebut dapat tercapai sesuai dengan apa yang direncanakan. Peluang investasi besar untuk bisnis jalan tol bukan tanpa alasan. Pemerintah telah membuat regulasi yang kuat sebagai payung hukum yang memberi jaminan bagi para investor.Dalam sektor infrastruktur jalan tol, dengan telah diselesaikannya penyempurnaan peraturan perundang-undangan terkait pembangunan jalan tol pada kurun waktu 2004-2009, percepatan pembangunan jalan tol ke depan akan memiliki landasan peraturan dan kelembagaan yang jelas dan kuat.Untuk melibatkan investasi swasta pada pembangunan infrastruktur dapat menggunakan Kontrak dengan sistem Build Operate Trasnfer (BOT).

The availability of transportation infrastructure such as good road access, adequate port facilities, strategic bridges, fully equipped airports, appropriate toll roads and other supporting facilities such as rail and well-organized railway network system will directly affect increasing the competitiveness of the economy that will lead to the rapid pace of economic growth. In the Monetary Policy Review, Bank Indonesia states that the transportation sector is the second most influential sector after the industrial sector. So the development of infrastructure in the transport sector attracted attention and began to be planned comprehensively so that the results of the development can be achieved in accordance with what is planned. Great investment opportunities for toll road business is not without reason. The government has made a strong regulation as a legal umbrella that guarantees investors. In the toll road infrastructure sector, with the completion of the legislative regulation related to the development of toll road in the period of 2004-2009, the acceleration of the development of toll roads in the future will have clear and strong regulatory and institutional basis. To involve private investment in infrastructure development can use the Contract with Build Operate Trasnfer (BOT) system.
