Tesis ini meneliti perlawanan Pemerintah Daerah terhadap Pemerintah Pusat dalam konflik penempatan ibukota Kabupaten Buton Utara. Fokus penelitian ini dilatarbelakangi oleh pertama, secara empiris, semakin menguatnya peranan Pemerintah Daerah khususnya pasca reformasi sebab diberikannya ruang otonomi yang semakin besar. Kedua, secara teoritis tidak adanya kajian khususnya pasca reformasi mengenai perlawanan daerah terhadap pusat. Selain itu, kajian mengenai perlawanan daerah terhadap pusat di Indonesia yang umum ditawarkan dalam kajian-kajian terdahulu selalu dilihat dalam bentuk terbuka. Belum ditemukan kajian yang coba menguraikan perlawanan daerah terhadap pusat yang berlangsung dalam bentuk yang tertutup. Pertanyaan yang diangkat dalam Tesis ini adalah mengapa dan bagaimana bentuk perlawanan Pemerintah Daerah Kabupaten Buton Utara terhadap Pemerintah Pusat dalam konflik penempatan ibukota Kabupaten Buton Utara. Teori Scott mengenai perlawanan tertutup serta konsep menghindari negara adalah alat yang digunakan untuk menjawab pertanyaan diatas. Secara keseluruhan Tesis Perlawanan Daerah terhadap Pemerintah Pusat dalam konflik penempatan Ibukota Kabupaten Buton Utara menyatakan bahwa perlawanan Pemerintah Daerah terhadap pusat berlangsung dalam bentuk yang tertutup dan karenanya berhasil melawan intervensi pusat. Dengan teknik berpura-pura patuh Pemerintah Daerah mampu berkelit dari tekanan Pemerintah Pusat dalam konflik ibukota ini. Hal ini disebapkan karena kemampuan teknik ini dalam memadamkan perlawanan kelompok masyarakat yang menolak kebijakan pemerintah daerah yang menjadi pemicu utama hadirnya intervensi pusat dalam menekan pemerintah daerah. Selain itu, teknik memperluas lokasi oleh Pemerintah Daerah yang menyiratkan akomodasi terhadap kebijakan Pemerintah Pusat secara subtantif berhasil menggeser jauh letak ibukota dari lokasi yang ditentukan oleh Pemerintah Pusat.

This thesis examines the resistance of the Local Government to the Central Government in the conflict of placement of North Buton Regency capital. The focus of this research is due to first, empirically, the strengthening of Local Government role especially post-reformation since the granting of an increasingly autonomous space. Secondly, theoretically, there is no study particularly post-reform on the regional resistance to the center. Moreover, the study of regional resistance to the center in Indonesia commonly shown in earlier studies is always observed in opened form. No studies have been found that attempt to elaborate the regional resistance to the center in a closed form. The questions raised in this Thesis are why and how the form of Resistance of North Buton Regency Government against the Central Government in the conflict of placement of the North Buton Regency capital. Scott's theory of closed resistance and the concept of avoiding the state is an instrument used to answer the above question. In general, the Thesis of Resistance to the Central Government in the conflict of placement of the North Buton District Capital express that the resistance of the Local Government to the center is in a closed form and therefore it succeeds to resist central intervention. Occupying the technique of pretending to obey, the Local Government is able to dodge from the pressure of the Central Government in this conflict of capital placement. This technique is able to quell the resistance of community groups who reject the local government policy that became the main trigger for the presence of central intervention in pressuring Local Governments. In addition, the technique of expanding location by the Local Government which implies the accommodation toward the Central Government policy substantially managed to shift the location of capital from the location determined by the Central Government.
