PENYELESAIAN PENGHAPUSAN BARANG MILIK BUMD (STUDI PADA PDAM TIRTA PERWITASARI DAN PD. BPR BANK PURWOREJO)

Pada tahun 2014 terdapat dua BUMD di Kabupaten Purworejo yang mengalami permasalahan dalam proses penghapusan barang milik BUMD. Pertama, PDAM Tirta Perwitasari tidak bisa menghapus barang-barang dengan status tidak ada. Permohonan persetujuan penghapusan barang-barang tersebut belum disetujui oleh Bupati. Kedua, di PD. BPR Bank Purworejo, sebagian barang-barang yang telah dihapus di tahun 2014 masih tersimpan di PD. BPR Bank Purworejo. Rumusan masalah dalam penelitian ini ialah terjadi stagnasi dalam proses penghapusan barang milik BUMD di PDAM Tirta Perwitasari dan PD. BPR Bank Purworejo sehingga penghapusan barang milik BUMD belum dapat dilaksanakan secara tuntas. Tujuan penelitian ini ialah mengidentifikasi upaya yang telah dilakukan oleh BUMD untuk menyelesaikan proses penghapusan, mengidentifikasi faktor-faktor yang menyebabkan belum berhasilnya proses penyelesaian penghapusan barang milik BUMD, dan menemukan upaya untuk menyelesaikan proses penghapusan barang milik BUMD. Pendekatan kualitatif dengan metode studi kasus digunakan untuk menyelesaikan permasalahan dalam penelitian ini. Data dikumpulkan dengan menggunakan metode wawancara, analisis dokumen, dan observasi. Hasil penelitian menunjukkan bahwa upaya yang telah ditempuh oleh PDAM Tirta Perwitasari belum mengalami perkembangan yang signifikan untuk menyelesaikan proses penelusuran. PD. BPR Bank Purworejo sudah melakukan usaha-usaha untuk melakukan penjualan, namun belum berhasil. Faktor yang menyebabkan belum signifikannya proses di PDAM Tirta Perwitasari ialah masih rendahnya komitmen manajeman untuk melaksanakan kegiatan penelusuran. Sementara itu, penyebab PD. BPR Bank Purworejo belum berhasil dalam menangani permasalahan penghapusan tersebut ialah kebijakan penjualan yang tidak tepat dan kekurangpahaman jajaran manajemen terhadap peraturan yang berlaku. Upaya penyelesaian yang diusulkan kepada PDAM Tirta Perwitasari ialah pelaksanaan penelusuran barang dengan status tidak ada menggunakan kombinasi antara model di Pemerintah Kabupaten Purworejo dan Lamar University, Texas, US. Usulan upaya untuk PD. BPR Bank Purworejo ialah pelaksanaan penjualan dengan sistem lelang terbatas dengan pemilihan calon pembeli dari luar perusahaan.

In 2014, there were two local government owned enterprises (BUMD) in Purworejo Regency that experienced problems in the process of BUMD's goods removal. First, Tirta Perwitasari Water Company could not remove items that were marked with not available status. The request for approval for the removal of such items has not been approved by the local government head. Secondly, in Bank Purworejo Rural Bank, some of the items that had been removed in 2014 were still stored in Bank Purworejo.The problem formulation in this research is that there is still stagnation in the removal process of goods owned by the local government in Tirta Perwitasari Water Company and Bank Purworejo, so that the BUMDs's property removal could not be done completely. The purpose of this research is to identify the efforts taken by BUMD to complete the elimination process, ; to identify the factors that hindered the settlement process of BUMDs's assets removal, ; and to determine the efforts to complete the removal process of the goods owned by BUMDs. A qualitative approach with a case study method is used to complete this research. Data were collected using interviews,; document analysis, ; and observation. The results show that the efforts taken by Tirta Perwitasari Water Company have not given any significant progress to complete the search process. Bank Purworejo had made the efforts to make sales but has not succeeded. Factors that caused the insignificant process taken by Tirta Perwitasari is the low commitment by the management to carry out search activity. Meanwhile, the cause that hindered the success of Bank Purworejo is the improper sales policy and the management's lack of understanding about the prevailing regulations. The proposed settlement effort for Tirta Perwitasari Water Company is to track the removed items using a combination of models used by Purworejo Local Government and Lamar University, Texas, US. The proposed efforts for Bank Purworejo is to implement of sales with a limited auction system for a selection of prospective buyers from outside the company.
