PENENTUAN PRIORITAS PROYEK TEKNOLOGI INFORMASI DAN KOMUNIKASI DIREKTORAT JENDERAL PAJAK

Pemanfaatan teknologi informasi dan komunikasi (TIK) menjadi bagian yang sangat melekat dalam pelaksanaan tugas Direktorat Jenderal Pajak (DJP) guna menghimpun penerimaan negara dari sektor perpajakan. Direktorat Transformasi Teknologi Komunikasi dan Informasi (TTKI) sebagai salah satu unit kerja DJP memiliki peranan penting terkait penentuan investasi TIK yang diwujudkan dalam suatu proyek TIK. Dengan keterbatasan sumber daya manusia, anggaran, dan waktu, Direktorat TTKI dituntut untuk dapat memilih dengan cermat proyek TIK yang perlu direalisasikan agar sesuai dengan rencana strategis DJP. Salah satu upaya yang dilakukan Direktorat TTKI adalah menentukan prioritas proyek TIK. Namun, dalam penerapannya, penentuan prioritas belum didukung oleh pedoman yang baku sehingga akan sangat memengaruhi keputusan dalam merealisasikan berbagai proposal proyek. Atas dasar permasalahan tersebut, konteks penelitian ini menitikberatkan pada penentuan prioritas proyek TIK di lingkungan DJP. Dengan mengacu pada kerangka kerja proses pemilihan dan penentuan prioritas proyek, diharapkan penelitian ini dapat menghasilkan model penentuan priortias proyek TIK yang selaras dengan rencana strategis DJP.

The use of information and communication technology (TIK) has become an inherent part in the implementation of the duties of the Directorate General of Taxes (DJP), that is, to collect the state revenues from the taxation sector. The Directorate of Transformation of Communication and Information Technology (TTKI), as one of the DJP work units, has an important role in determining the TIK investment that is to be realized in a TIK project. With limited human resources, budgets, and time, the TTKI Directorate must be able to carefully select TIK projects that need to be realized to fit the DJP strategic plan. One of the efforts conducted by the Directorate of TTKI is by determining the priority of TIK projects. However, in its implementation, priority setting has not been supported by standard guidelines, which would greatly influence the decision to realize project proposals. Based on these problems, the context of this research will emphasize on prioritizing TIK projects in the DJP environment. Referring to the framework of project selection and priority setting processes, it is hoped that this research can provide a model for determining the priority of TIK projects in accordance with the DJP strategic plan.
