Dampak Relokasi Parkir Malioboro Terhadap Kehidupan Sosial Ekonomi Juru Parkir dan Masyarakat Sekitar Malioboro

Kebijakan relokasi parkir Malioboro merupakan bagian kecil dari penataan kawasan Malioboro, yang dilakukan oleh Pemerintah Provinsi (Pemprov) DIY bersama dengan Pemerintah Kota (Pemkot) Yogyakarta. Kebijakan relokasi parkir tersebut juga bertujuan untuk merespon ketidaknyamanan para pejalan kaki yang harus berbagi tempat dengan kendaraan bermotor roda dua. Namun, dibalik keberhasilan penataan kawasan Malioboro yang diawali dengan kebijakan relokasi parkir, terdapat pihak-pihak yang merasakan dampak sosial ekonomi, yaitu juru parkir di TKP ABA dan masyarakat sekitar. Metode analisis yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan pendekatan before and after comparisons, untuk mengeksplorasi perubahan pada aspek sosial ekonomi yang dirasakan juru parkir dan masyarakat sekitar, sebelum dan setelah relokasi Sumber data berupa data primer yaitu data yang diambil dari hasil wawancara mendalam (depth interview) dan pengamatan secara langsung. Sedangkan data sekunder dalam penelitian ini berasal dari dokumen Unit Pelaksana Teknis (UPT) Malioboro, media massa online, dan studi pustaka. Masyarakat dipandang sebagai satu kesatuan dari ekosistem. Intervensi sistem fisik lingkungan, berpengaruh terhadap subsistem lainnya yakni sistem ekonomi dan sistem sosial. Intervensi sistem fisik lingkungan melalui kebijakan relokasi parkir Malioboro memberikan dampak berupa perubahan-perubahan pada aspek ekonomi dan aspek sosial yang dirasakan oleh juru parkir dan masyarakat sekitar. Aspek ekonomi dan aspek sosial merupakan ruang lingkup analisis dampak sosial. Dari analisis dampak sosial ekonomi yang telah dilakukan diketahui bahwa kebijakan relokasi parkir Malioboro memberikan dampak sosial ekonomi bagi juru parkir dan masyarakat sekitar. Dampak tersebut bersifat positif dan negatif. Dampak yang dirasakan juru parkir dan masyarakat sekitar yaitu berkaitan dengan kesempatan berusaha, pola mata pencaharian, perubahan dari segi pendapatan dan pengeluaran rumah tangga, serta kehidupan sosial. Lebih dari sekedar dampak sosial ekonomi dari sebuah kebijakan pembangunan, dampak tersebut juga berpotensi menjadi konflik. Solusi yang ditawarkan pada penelitian ini adalah pengoptimalan fungsi TKP ABA melalui pengelolaan secara multifungsi agar menarik pengunjung Malioboro untuk parkir di TKP ABA.

Malioboro parking relocation policy is a small part of the arrangement of Malioboro area, conducted by the DIY Provincial Government with the City Government of Yogyakarta. The parking relocation policy aims to respond inconvenience of pedestrians who have to share a place with two-wheeled vehicles. But, the success of the arrangement of Malioboro area which started with the policy of parking relocation, there are some people that feel the socio-economic impact such as parking attendants at the Abu Bakar Ali specific parking area and surrounding society. The research methods used is qualitative method with the approach of before and after comparisons, to explore changes in the socio-economic aspects that felt by the parking attendant and the surrounding society, before and after relocation. Data used for the research are primary data taken through in-depth interview and direct observation. While the secondary data in this research derived from Technical Implementation Unit (UPT) Malioboro documents, online mass media, and literature study. Society is seen as a single entity of the ecosystem. Intervension of physical environment system, affecting other subsystems. Intervention of the physical environment system through the policy of Malioboro parking relocation provides the impact of changes in economic aspects and social aspects that felt by the parking attendant and the surrounding society. Economic and social aspects are the scope of social impact analysis. From the analysis of socio-economic impacts that have been made aware that the policy of Malioboro parking relocation provides socio-economic impact for the parking attendant and the surrounding society. The impact are positive and negative. The impact that felt by the parking attendant and the surrounding community is related to business opportunity, work pattern, changes in income and household expenditure, and social life. The impact also has negative potential to be a conflict. The solution offered in this research is the optimization of the Abu Bakar Ali specific parking area function through multifunctional management to attract Malioboro visitors to park at the the Abu Bakar Ali specific parking area.
