ABSTRACT Developments in agricultural mechanization has a central role in improving agricultural productivity. Agricultural development can not be separated from the Human Resources (HR), which plays an important role in the agricultural development process includes factors that support the system. The role of farmers related to agricultural development is the main foundation aspects of agrarian potential to ensure food security. Essentially agricultural development can not be separated from the dominant share of the farmers residing in rural areas, where the agricultural sector is the main support of their livelihood. Very basic problems in rural areas with regard to the helplessness of farmers in terms of the role of power, power over resources and power against skills. The method used is qualitative method with descriptive analytical approach. This research was conducted in the hamlet Caren, Jogotirto Village, District Berbah, Sleman, Yogyakarta. The decision informants using purposive sampling, informants in this study amounted to 14 people, consisting of four board Gapoktan Agro Jogotirto Independent, 3 administrators Farmers Group Sido Rukun, 1 Extension Workers (PPL) Village Jogotirto, three members of the group Tani Sido Rukun, 3 people not farmers. Data collection techniques by using observation, interview and documentation. These results indicate that strategy Sido Rukun Tani Group in realizing the participation of farmers to join the program SL-PTT rice is still less than the maximum. Still lack of interest in the participation of members of Farmers Group Sido Rukun in the program SL-PTT rice. While the rules of SL-PTT rice program for members that have been appointed by the board of farmer groups deliberately do not follow the program, will be penalized in the form of the elimination of government subsidies for fertilizer and seed paddy and irrigation termination in a certain period. Efforts to incorporate a participatory approach is still showing exclusiveness established by the government, which was supposed involvement of the farmers generally have to request a response from the board representatives farmer groups in the local area of the draft prepared by a team of experts program. Drafting in the program can be seen still their domination of the government. Moreover, they lack agricultural facilities owned by Farmers Group Sido Rukun. When the delivery of program material SL-PTT rice from one of the parties of the relevant stakeholders of the agricultural equipment company to introduce farm implements. However, the prices of agricultural tools expensive it still has not been able to reach this group. Farmers group sido rukun is in coordinate Gapoktan Agro Jogotirto Mandiri. This Gapoktan never won the award Adikarya Food Nusantara considered capable of empowering the community in the management of agricultural products.
