ABSTRACT The presence of organization based on culture is just a common thing to found in our daily live. In general, this kind of organization founded to strengthen the bonds between people. Just like the fact about many Tionghoa based organization, especially in Yogyakarta city. Perhimpunan Fu Qing Yogyakarta is just one from many examples. Many organization has their own color. This represent how they behave in daily activity, and this is where organizational culture works. But, it’s not just that. In every kind of organization, a role of leader is important. A good leader will lead and bring the organization into a triumph. This research has a purposes to find about cultural values at The Chairman of Perhimpunan Fu Qing Yogyakarta leadership. The main reason is a logical connection between the head of organization’s personal value and organizational culture in that organization. In purpose of that, this thesis used qualitative method with interview and obesrvation. A leader’s attitude is reflection of a lifetime experiences. It can be granted from learning, experiencing some unique moment or maybe adapting from someone. Authority make a leader as a person who can change, create also deprive some or maybe every culture that organization has. Seen from what happened in Perhimpunan Fu Qing, there’s some facts about leader’s act related to existens of organization. First, in this organization, leader act as a problem solver. Second, the leader stand as a role model for every member. And lastly, as a successor from an effective policy that already set and running. Judging from internal and external condition at organization, there is recommendation that can be given. This organization need to make the young generation more involved in every activity. This can act as a investment. The young one who involve will produce more fresh idea as the activity goes on. Also, they can build respect and willingness to make this organization much better.
