Ilmu Pemerintahan)ABSTRACT Maternal Mortality Rate (MMR) and Infant Mortality Rate (IMR) is one of the parameters to measure the level of public health in the region. Nationally, the amount of MMR and IMR in accordance with the target to achieve the MDGs (Millennium Development Goals) is 102 per 100,000 live births and 23 per 1,000 live births. MMR and IMR in Cilacap, which is to be studied in this thesis, each of which is 114 per 100,000 live births in 2013 and 10 per 1,000 live births in the same year. This figure shows that the achievement level of health in Cilacap district is still lower than the standard amount of MMR and IMR nationally. This study is about the study of policy implementation Expanding Maternal And Neonatal Survival (EMAS) in Cilacap. This policy is part of the intervention program in six provinces, including in Cilacap district, Central Java province. The purpose of this study was to look at and analyze the process of implementation of EMAS program in Cilacap district in overcoming the problems in the health sector. Efforts are made through three interventions, namely improve the quality of service, improve the referral system, and improve accountability in the implementation of the EMAS program in Cilacap. The method used in this study is a qualitative research method with case study approach. Data was collected through interview techniques, direct observation and study of literature. The data obtained were analyzed using the concept of policy implementation Content and Context by Merilee S. Grindle (1980). Content and context are variables that are used to assess whether the program EMAS policy implemented in accordance with a predetermined design in reducing MMR and IMR in Cilacap. The results of analysis of this study showed that the actors either involved directly or indirectly, have a dominant role in the process of implementation of EMAS program in Cilacap. Not only that, the physical environmental aspects into great consideration in the process of implementing the program. The success of the program is seen from the implementation of the Edict of Service and Circular Cilacap regent in efforts to improve the quality of service. The use of "Sijariemas" (Sistem Informasi Jejaring Rujukan Expanding Maternal and Neonatal Survival) in an effort to improve the referral system and the establishment Formakia to improve accountability. Based on the results obtained, the advice that can be given is the first, increasing cooperation or private involvement in the implementation of the EMAS policy. Second, the Department of Health should be more updated information about the state of health of mothers and babies so that the general public can know. Thirdly, there should be inter-regional cooperation in particular in border areas. Keywords: Policy, Health, Implementation, EMAS.
