ABSTRACT It is no denying that the liquor disturbing people's lives. Because in addition to endangering the drinker, it can also bring indirect impact on the people who do not consume them. Loss of self control because of loss of consciousness when consuming alcohol is believed to be one of the causes of crimes that violate the law and the norms and values of society. It can not be separated from the reality so easily get the liquor illegally in the community. Similarly, the existing situation in Sukoharjo district. Widespread circulation of illegal liquor is closely related to the presence of the alcohol industry centers in the district and sub-district Polokarto Mojolaban, because most manufacturers of traditional alcohol producing illegal alcohol. Regional Regulation No. 7 of 2012 Sukoharjo district, is one Sukoharjo regency concrete efforts to restrict the circulation of illegal liquor including traditional liquor. In this study, there are three important aspects that are regulated, namely the aspects of monitoring, control distribution, and sale of alcoholic beverages; that the implementation is done by the Supervisory Team Control Distribution and Sales. There are also other factors that influence the implementation process, the content of policy and the context of policy. Observations and search for information in the field indicates that the process of implementation of the Regional Regulation No. 7 of 2012 Sukoharjo district, not run optimally because there are still many shortcomings that exist in the process of implementing. Various factors that hamper the implementation of which is the problem of the shortage of resources the program to be one factor why the illegal liquor still easily found in Sukoharjo. The second factor is the non-compliance with some people on the Regional Regulation No. 7 of 2012 Sukoharjo district, related parties assumed that alcohol policy disrupt livelihoods of those who are in the industrial sector of alcohol. The third factor is the assumption most people that the existence of traditional liquor is a legacy from their ancestors that must be preserved, which contradicts the content of Regional Regulation No. 7 of 2012 Sukoharjo district.
