Abstract Health is the human rights. As the responsible to ensure the fulfillment of the top of the health of its citizens, the government hosted the national health insurance. The participant of the national health insurance is mandatory for the entire population of Indonesia including the child with disability in the Panti Asuhan Anak Cacat Ganda Al Rifdah, Kota Semarang. The purpose of this research is to find out a fulfillment of the rights of health for children with disability in the Panti Sosial Anak Cacat Ganda Al Rifdah, Kota Semarang. The theory used is human rights based approach. This research used qualitative with the descriptive analytical approach method. Through qualitative with the descriptive analytical approach, this research trying to describe about the fulfillment of the rights for children with disability in the Panti Asuhan Anak Cacat Ganda Al Rifdah, Kota Semarang. The location of the research were in Panti Asuhan Anak Cacat Ganda Al Rifdah, Kota Semarang. Informants of this research is one person of the chief and the founder of the orphanage, three persons of the housing board orphanage and one person of the Dinas Kesehatan Kota Semarang. The collecting data in this research using observation, interview, documentation and document analysis. The results of research shows that a fulfillment of the rights of health for children with disability in the Panti Asuhan Anak Cacat Ganda Al Rifdah, Kota Semarang through the implementation of national health insurance in aspects of the availability of cover, it was proven with available of the public health center, aspects of accessibility still difficult to access the hospital because of its status as participants of PBI Jaminan Kesehatan, the aspects of the quality of is still low especially for the benefits of the non medical, and aspects of equality is still happening discrimination because generalization of health services when the child with disability have the medical needs is different with other kids. The advice given in this study is the government should provide budget special and health services specifically to ensure the health of the child with disability in the orphanage or the workhouse as well as needed to improve the quality of the health services given to children with disability in the orphanage or the workhouse.
