Komparasi Kinerja Gapoktan Sidomulyo dan Gapoktan Madu Makmur dalam Program Penguatan Lembaga Distribusi Pangan Masyarakat

ABSTRACT The Ministry of Agriculture through the Food Security Agency since 2009 made Strengthening Society Food Distribution Institution Program (LDPM) to assist farmers in marketing their crops when and addressing food needs in times of famine or no harvest to bring farmers' organizations village level in the form of Farmers Group (Gapoktan ) to be able to act independently in distribution activities and food reserves. This study intends to determine performance Gapoktan Sidomulyo and Gapoktan Madu Makmur in implementing program and find the factors that affect the performance Gapoktan. Performance Gapoktan measured of the outcome indicators such as effectiveness or how far an organization can realize the goals. This study is a qualitative research. Data collection techniques in this study are interviews, observation, and documentation. Data obtained verifiable by triangulation techniques. Furthermore, the data sorted, analyzed and assembled until get the conclusion of the study. The results showed that (1) Performance Gapoktan Sidomulyo in Strengthening Society Food Distribution Institution Program more effective than Gapoktan Madu Makmur (2) factors that cause performance Gapoktan are clear and consistent communication, commitment and competence of human resources, and social, economic, and political environment supports. Suggestions should be a concern such as: (1) Gapoktan Madu Makmur need to improve the quality of human resources, increase the intensity of communication, develop partnerships and to negotiate. (2) The Ministry of Agriculture need to formulate policies to support, improve coordination and help resolve problems encountered in the area. (3) Food Security Agency and the Department of Agriculture Extension DIY and Sleman need to monitoring and providing Gapoktan access to technology, information, market opportunities, and capital.
