ABSTRACT AEC development is a salient issue for the states on Southeast Asian region, because the formation of one market and production base its deliver. The main problem encountered by the member states in order to achieve it is the economic development gap of each country that differ greatly. ASEAN as a regional institution has classified its member states into two categories, there are the states with sufficient economic development for following the regional measures, called ASEAN-6 (Singapore, Thailand, Malaysia, Indonesia, Brunei Darussalam, and Philippines) and the states with incapability to cope with MEA standard on economic development basis, called CLMV (Cambodia, Vietnam, Myanmar, and Vietnam). Particularly, these CLMV states personal measures to chase their drawbacks have been accommodated by various programs, such as IAI and NDG. Unfortunately these ASEAN’s initiatives cannot fully overcome the development gaps, mainly among the developing states that included as ASEN-6, which are located on East ASEAN sub-region. The role of BIMP-EAGA as a subregional institution on this occasion is very important, as a subsidiary of AEC to increase connectivity in member states economic development. BIMP-EAGA itself can take a role for its member states to overcome the AEC as an impetus, through modification on its strategic pillars. By changing the fundamental and strategist values from ‘Roadmap to Development’ to ‘Implementation Blueprint’, even though it’s still carries the former fundamental values of BIMP, its devoted to be more oriented to its programs implementation process. This form of BIMP’s issue reconciliation could be considered substantively taking part on the development of AEC, judging from its correlation and interdependencies toward AEC’s framework holistically. Keywords: AEC, BIMP-EAGA, Roadmap to Development, Implementation Blueprint, Intitutional reconciliation, Institution modification
