ABSTRACT Early age marriage in the research intented in marriage which one or two of bride are still under 20 years. Early age marriage can be obstacle for effort to control the population growth rate, because marrying in young age will extend reproduction period. Therefore, it can be potential to increase the number of population growth quickly. Beside of it, early age marriage also brings negative implict for the subject it caused not ready yet from various aspects. Although there have been various of policies and institutions to reduce the number of early age marriage, the fact is early age marriage still occur, even the age advance till junior high school age. The research uses qualitative method with analisys unit of early age marriage subject in Sindumartani village with the stakeholder in around the subject. The research debate between policy of minimum age limit marriying with real reality in socety, especially in Sindumartani village. Therefore, it need to know the perception which the subject have or non subject of early age marriage to minimum age limit marriying, to know the background of taking decision early age marrying and the effort of related side in solving early age marriage. Generally, finding in the research argue that early age marriage subject in Sindumartani village majority are from student circle, especially vocational high school. Actually, the sucject have prospects to married above 21 years old, but the impact of various perforce condition which they accepted, they must married soon. In the fact, early age marriage is not caused with culture or economic factor, but there is Marriage by Accident (MBA) or unwanted pregnancy as prime factor big part of subject. MBA are caused as follows there are promiscuity, misuse of technology, and background of unharmonius family. The effect are, the subject get various negative impact and culminate in regret. Beside of perception to marriage or the risk, early age marriage subject also is influenced by external condition subject, it is the actor of stakeholder related in the effort to solve early age marriage problem. The reality of preventif effort such as socialization is still not spread evenly, there is no control step and evaluation for socialization. In addition, there is ambiguity in the policy regarding the minimum age limit of marriage, so in less than optimal effort to control the population growth rate.
