ABSTRACT “Spain is a country that consists of several provinces that have cultural, language, and its own flag. But in 1939, when the Spanish government under the leadership of Francisco Franco, there are many policy changes which includes the use of Spanish as an official language, banning flag raising except the flag of Spain, and centralization of government only in the hands of Franco. It was leading conflict mainly by the Basque society so then they form the ETA (Euskadi ta Askatasuna/ Basque Homeland and Freedom) which aims to separate themselves from Spain and establish their own country, namely the Basque Country. They do a lot of actions including murders and bomb attacks against the Spanish authorities. It lasted until the Spanish leadership pass into the hands of Juan Carlos I in 1975 although there has been a transition to a more democratic Spain. After the incident of the WTC 11 September 2001, and the release of “war on terror” policy by the United States, the Spanish government issued more assertive terrorism security policies to combat the phenomenon of terrorism that has been long standing and difficult to handle during this, the ETA. This thesis will focus on the implementation of the security policies of Spain in combating the ETA’s terrorism movement in 2002-2011. So this discussion will be preceded by the appearance of ETA and its progress, then the policies issued by the Spanish government regarding terrorism and how the implementation of the policies. Thus, it can be evaluated whether the implementation of these policies are succeed or fail, and any factors that influence it.” Keyword : terrorism, policy, implementation, spain
