ABSTRACT This study is the performance of the implementation of development programs coconut sugar producers in Banjarnegara district. The purpose of this study is to determine the performance of the empowerment program implementation coconut sugar producers in Banjarnegara district. Of the performance can be known whether the empowerment of coconut sugar producers in Banjarnegara district high performance or low. In addition, this study also aimed to determine the factors that influence the performance of the implementation of development programs coconut sugar producers in Banjarnegara district. To measure the performance of the implementation of development programs coconut sugar producers in Banjarnegara, researchers used two kinds of indicators. First, the output policy indicator comprising indicators of coverage, bias, access, and compliance with the program requirements. Secondly, policy indicators of outcomes comprised of initial outcomes, intermediate outcomes and long-term outcome. The method used in this study is a qualitative research method. Data collection techniques used were observation, interviews and review of documents. Techniques to test the validity of the data with the data triangulation. While data analysis techniques used by researchers is inductive data analysis Based on the measurement of output policy indicators and indicators of policy outcomes result that the performance of the implementation of the empowerment program of coconut sugar producers in Banjarnegara district results are low. This is evidenced by Capain long-term outcomes that improve the welfare of coconut sugar producers can not be enjoyed by the entire palm sugar producers are the target group. The results showed there were two factors that lead to low performance of these implementations. These factors are the contents of the policy and the policy environment. The contents of the policy in which the interests of coconut sugar producers have not been fully covered in the program. While environmental factors are not the convergence of policies between the interests of the Cooperative with RT collectors and collectors village level and the level of compliance and responsiveness of the target group is low.
