ABSTRACT Centralized government administrative system slows administration of services for public needs. This is due to various factors affecting the process. The implementation of Decreto lei no. 4/2014 on Pre-Deconcentration to Decentralization in Aileu District of Timor Leste Democratic Republic is still problematic. This is indicated by the research results on unachieved purposes, unsuccessful implementation, shortage of facilities, lacking experience, shortage of services, and insufficient education. The purpose of this study was to determine the implementation of Decreto Lei no. 4/2014 on Pre-Deconcentration to Decentralization and to identify inhibiting and supporting factors in Aileu District of República Democratica de Timor Leste, using four factors, i.e.: Communication, Human Resources, Disposition, and Bureaucratic Structure. The research method and approach were qualitative descriptive. The informants in this study were Administrador of Aileu District, Sub-District Head of Aileu Kota, Chairman of local Secretari Apoio Instaladora Municipio, Chairman of Aileu Hygiene, Vice Minister of Public Administration, Director General of Administrative Decentralization, Director of Nacional Sekretario Apoio Instaladora Municipio, Director of National Administrative Modernization, Chairman of Commision A, Parlemen Nacional, Vice Commision A of Parlemen Nacional and Chairman of CNRT Party Fraction. Data was collected by interview, documentation, and observation in the field. The research result generally shows that the implementation of Decentralization policy hasn’t reached its purposes. This was evident in several stages in Pre-Deconcentration, Administrative Deconcentration, Administrative Decentralization, and Local Authority Handover (poder local). There was no government regulation on poder local election. However, the central government delegates authority, human resources, and equipment to local governments to reduce the burden of the central government through the stage. Several inhibiting factors of the implementation of the decentralization policy were communication, human resources, and disposition. The supporting factor in the implementation of this policy was bureaucratic structure. The suggestions of this study are to delegate all government regulation no. 3/2016 as soon as possible and to schedule discussion of regulations of poder local election, as well as to hold trainings to improve human resources quality.
