Abstract This study aim to explain and prove how the relation pattern which is built between local government (bureaucrat and local politician) and businessman in coal mining businessin Lahat District, South-Sumatera, 2008-2014. Local government and businessman are the two important elements of coal mining commodity authorizing in local level. Local government is the formal is the capitalist in coal mining busines. The relation that is built between those two elements is complex and prone to tug interests. This research used rent seeking theory as the instrument analysis, This rent seeking refer to the power of relationship exchange between local government (bureaucrat and local politician) as the authority holder of coal mining management and businessman, besides this study used organization alliance, individual linear alliance and individual triangle alliance concept to explore the relation pattern that is built between local government (bureaucrat and local politician) and businessman more clearly. The method that is used in this study is qualitatif (case study), the data that used in this study are the results of direct interview with the related parties, observation and literature study. the data that used in this study are the results of direct interview with the related parties, observation and literature study. This research reveals and proves that the rent seeking dominates coal mining management activities in Lahat District, This rent seeking activities show the relation that has been built between local government and businessman. The relation pattern that has been built between local government and businessman is concepted into three parts. First, by the organization that accommodate the coal mining businessmen where there are some personalities of either local government or central government whom included in that organization structural, therefore it can influence and pressure the local government policies for the businessmen interest. Second, the businessmen are directly conected with local government, those businessmen are the local government’s family or friends. The third, the businessmen use broker to conect them to the local government, in this case the investor use indigenous people who has good skill to interact with the local government as the company management. From the data, it can be concluded that, 1). There is a power relation between local government (bureaucrat and local politician) and businessman by interest exchange byrent seeking of coal mining business. 2) Coal mining businessmen are dominated by the rent seeker. 3)The power relation pttern that has been built is organization alliance, individual linear alliance and individual triangle alliance.
