The policy implementation of inclusive education in universities was initiated for a response to the limited infrastructure of special education at the university level in Indonesia. This research aimed to review the policy of inclusive education at universities in Indonesia, which analyzed policy-related aspects including implementing institutions, interpretation, as well as its implementation. impact and acceptance towards the policy. This research was conducted at three universities consisting of the State Islamic University of Sunan Kalijaga (UIN SUKA), the University of Brawijaya (UB) and the University of Gadjah Mada (UGM). The research used the qualitative research method which applied an approach of descriptive comparative study. To collect the data, interviews, observation and documentation study were carried out. Despite common regulation basis on organizing the inclusive education, there were different interpretations in establishing agencies for the policy implementation. UIN SUKA established Pusat Layanan Difabel (PLD, Center for Disability Services), UB with Pusat Studi Layanan Difabel (PSLD, Center for Disability Studies and Services) and UGM founded Unit Kegiatan Mahasiswa (UKM, Student Activity Unit) Peduli Difabel (Care for Disabilities). Among the three universities, the policy implementation had shortcomings regarding the content of policy while the context of implementation was adequate. The policy resulted in the rising trend in the students’ interest at the universities while the environment’s reception indicated positive results as the disabled were increasingly accepted among the students at the state universities observed.
